Job Description
Savannah River National Laboratory’s (SRNL) Global Security Directorate (GSD) is seeking a highly motivated individual to lead the development and execution of its portfolio supporting the Department of Homeland security (DHS) including the following non-exhaustive list of agencies within the department: CWMD, S&T, CISA, CBP, TSA, and the US. Coast Guard. GSD is building on current capabilities to grow our support to DHS in the areas of Detecting and Mitigating CBRN, UAS and Counter-UAS, Operational Technology and Cyber-Physical Resilience, AI/ML and Autonomy and other technical areas in support of DHS Missions. The position reports to the GSD Associate Lab Director, who is responsible for managing SRNL’s overall program development.
Responsibilities
- Maintain cognizance of sponsor needs, organization, personnel, missions, project execution and requirements.
- Provide routine feedback to program managers, project managers and principal investigators related to on-going work execution.
- Identify where SRNL capabilities and resources are not in balance with the needs of the DHS organization and lead efforts to fill these gaps.
- Proven demonstration of program management skills such as relationship building, strategic planning, financial management, teamwork development and excellent communication skills are required.
- Develop strategic portfolio management plans including funding acquisition strategy.
- Develop and maintain relationships with DHS Front Office and Program Office’s leadership.
- Provide effective program management and develop new concepts and proposals to support DHS’s mission space.
- Establish and work closely with SRNL’s DHS program managers and GSD’s division directors to execute SRNL’s DHS program scope.
- Develop relationships and collaboration strategy with other DOE National Laboratories to support DHS missions.
- Provide mentoring to less experienced SRNL personnel.
- Identify staffing needs to support current and future activities and work closely with line management to fill the needs.
- Participate in working groups and committees across the DHS stakeholder community as well as other relevant federal agencies and U.S. universities and industries to enhance SRNL capabilities and/or address customer needs.
Qualifications
Minimum Qualifications:
- Bachelor’s degree in engineering or science with 12 years’ experience serving in leadership positions for a U.S. Government agency, national laboratory, or contractor in nuclear nonproliferation, nuclear security, cyber assurance/security, radioactive material security, nuclear material detection, response to nuclear or radioactive material incidents, or another technical discipline related to the mission of the department.
- Master's degree and 9 years or PhD and 8 years of relevant experience are also accepted with relevant experience.
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
- Prior experience working with DHS.
- Proven ability to develop and communicate effective concepts and strategies.
- Outstanding communication skills, both written and verbal.
Preferred Qualifications
- PhD in engineering or science with 8 years’ experience serving in leadership positions for a U.S. Government agency, national laboratory, or contractor in nuclear security, cyber assurance/security, radioactive material security, nuclear material detection, or response to nuclear or radioactive material incidents, or another technical discipline related to the mission of the department.
- Proven experience leading Research, Development and/or Test and Evaluation projects and teams.
- Experience coordinating and executing fieldwork within DOE national laboratories or similar.
- Understanding of needs for DHS sub-components with relevant contacts at sub-component levels (TSA, S&T, CSAC, etc.).
- History of successful multi-million-dollar programmatic execution.
- Capability to mentor and foster technical leads to grow into programmatic leadership positions.
- Possession of an active DOE Q security clearance. Current TS//SCI a plus.

The Global Security Directorate (GSD) of SRNL provides a team focused on staff development and infrastructure upgrades for nuclear reprocessing science and technology programs at SRNL. GSD is growing its support of its critical NNSA nonproliferation portfolios and is building its teams to support these enduring programs.
