What You'll Do
Manages and administers PXD's Prime Contract with Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Pantex Field Office (PFO) personnel on a day-to-day basis.
- General Contract Administration
- Facilitates site wide collaboration efforts to ensure comprehensive contractual responses
- Conducts briefings to ensure consistent improvement across the site regarding contractual understanding and compliance
- Regularly interfaces with both internal and external stakeholders
- Manages contract risks and develops plans to mitigate risk
- Using FAR principles, provides allowable costs guidance
- Assists individuals in completing forms and cover letters necessary for correspondence
- Writes, reviews and revises procedure and policy documents to plantwide review and use
- Submits formal requests to PFO for cost, scope, or schedule changes
- Coordinates resolution of issues related to requests, and tracks status of requests
- Assists managers at all levels in identifying their specific areas of responsibility within the Contract
- Organizational point of contact for Directives Program oversight
- Monitors new/revised laws, rules, regulations, directives, and standards
- Identifies and communicates changes to the appropriate Primary Technical Manager (PTM) for impact assessment where potential impacts to the Prime Contract are relevant
- Reviews Impact Assessments (IA) and Implementation Plans (IP), for completeness and accuracy which includes evaluation of cost, scope, performance, and/or schedule impact to the contract
- Reviews, coordinates, comments, and/or finalizes internal and external contractual correspondence
- Facilitates Prime Contract Modification Process
- Initiates/coordinates Contract Modification Assessments and tracks relevant Executive Management review and approval
- Posts approved contract modifications as a Conformed Prime Contract
- Monitors compliance with Prime Contract obligations
- Tracks and maintains the status of open issues related to the Prime Contract
- Assists in developing and implementing contract management tools aimed at improving the process
- Review of relevant Contract Management Processes
- Review and coordinate response for the Performance Evaluation Management Plan (PEMP)
- Review Request for Offsite Services (ROS)
- Strategic Partnership Project (SPP)
- Work for Other's (WFO) Purchase Orders
- Memorandum of Agreement (MOA)/Memorandum of Understanding (MOU)

- Provides training related to Prime Contract Management - Contracting Authority and Changes
- Assists in preparing and organizing materials for meetings, presentations, training sessions; draft correspondence and prepare reports as assigned

Minimum Job Requirements
- Bachelor's degree: Minimum 5 years of relevant experience.
- Master's degree: Minimum 3 years of relevant experience.

Preferred Job Requirements - Capability to interface with Executive leadership internally and externally to resolve issues related to the Prime Contract.
- Exceptional formal and informal written communication skills for corresponding with DOE/NNSA Customer and Executive leadership.
- Manage/track status of work in progress to ensure due dates are met on time and all deliverables, approvals, and record updates are received and accounted as necessary.
- Requires the ability to multi-task and prioritize in a high throughput office setting while working with numerous groups and functional managers on various topics at any given time.
- Must be proficient in common Microsoft Office and Adobe software applications.
- Excellent interpersonal skills to interface with project team and functional management.
- Demonstrated analytical, organizational, oral, and written communication skills.
- Knowledge of policies and contracting philosophy and ability to interpret contract language.
- Experience or education in contract administration, negotiation of change orders, effective correspondence, and planning and scheduling.
- Change Management:
- Ability to track and identify changes in Word or Adobe Acrobat to provide Customer/SMEs with revisions to original documents.
- Track and capture changes impacting schedule, experience in documenting and incorporating the schedule baseline to ensure that associated impacts are captured.
- Provide examples of meeting/event organization and coordination.
- Previous relevant contract work experience is desired.
- Working knowledge of Federal Acquisition Regulations (FAR), DEAR, and applicable Agency Supplements as it relates to interpretation of regulations impacting the Prime Contract.
- Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Understanding of Government Cost Accounting Standards and how to apply that understanding to contract cost allowability determinations.
