What You'll Do
You will lead the site's Logistics and Compliance organization, serving as the senior technical authority for U.S. Department of Transportation (DOT) programs related to hazardous materials transportation safety and motor carrier safety. This role encompasses and modernizes traditional traffic management functions—providing end-to-end oversight of freight movement, carrier coordination, and shipping execution—while expanding responsibility to include full regulatory program ownership, procedural flow down, and training compliance. You will ensure all logistics operations are conducted safely, efficiently, and in full compliance with federal regulations and contractual requirements. The role oversees a workforce consisting of both exempt and bargaining unit employees, ensuring adherence to applicable labor agreement provisions.
Responsibilities
Regulatory Compliance & Program Ownership:
- Serve as the site's primary technical manager (PTM) for DOT, Pantex Field Offic (PFO), National Nuclear Security Administration (NNSA), State, and Federal partners. This encompasses the organization’s authority and responsibility to manage the DOT drug and alcohol program; commercial motor vehicle (CMV) driver qualification files; maintain various registrations, permits and shipment authorizations; track CMV driver hours of service records; track/enforce CMV (annual, 90-day bus, and cargo tank) inspection milestones; and maintain the DOT transportation security plan.
- Serve as the site’s PTM for packaging and transportation directives (460-series), providing technical authority for interpretation, implementation, and procedural flow-down of requirements, and ensuring alignment with site operations and contractual obligations, including analyzing the impacts of new revisions of U.S. Department of Energy (DOE) directives.
- Ensure compliant hazardous materials transportation, including hazard classification, packaging, marking, labeling, documentation, and hazard communication. This includes oversight of various shipping organizations.
- Oversee motor carrier regulatory applicability and compliance as it pertains to site operations. This includes oversight of various driver organizations. Interpret regulatory requirements and translate them into site-level procedures and work instructions. This includes verification of Hazardous Materials Regulation / Federal Motor Carrier Safety Regulations (HMR/FMCSR) flow down into other organizations’ procedures via the site’s Requirements Management System (RMS).
- Maintain audit readiness and support internal and external regulatory inspections.

- Investigate incidents and implement corrective and preventive actions.
Traffic Management & Logistics Operations
- Oversee and execute traditional traffic management functions.
Training & Qualification
- Own and maintain DOT and audit required training programs.Ensure personnel are trained, qualified, and current in accordance with regulatory and site requirements.
Workforce Management
- Supervise exempt and bargaining unit employees.
- Ensure compliance with all applicable provisions of the collective bargaining agreement.
Operational Performance & Continuous Improvement
- Establish and monitor performance metrics related to safety, compliance, quality, and efficiency.
- Identify and implement process improvements across logistics and compliance functions.
- Standardize processes to ensure consistent and repeatable execution.
Minimum Job Requirements
- Bachelor's Degree and minimum 10 years of relevant experience.
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 18 years of completed education and/or relevant experience.

Preferred Job Requirements
Three years of supervisory/management experience. Candidates with less years of supervisory/management experience will be required to complete a developmental plan approved by the Division Director or their delegate.
- Proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Outlook) for data analysis, documentation, and presentations.
- Ability to obtain/maintain a Q security clearance and Human Reliability Program (HRP) certification.
- Demonstrated ability in supply chain management (SCM) activities.
- Experience with enterprise resource planning (ERP) systems (Systems, Applications, and Products in Data Processing [SAP] preferred).
- Expertise in DOT hazardous materials and motor carrier regulatory programs.
- Working knowledge of collective bargaining agreement administration.
- Lead and support continuous improvement initiatives using Lean Six Sigma principles.
- Strong organizational, verbal, and written skills, with effective interface capabilities.
- Demonstrated leadership and interpersonal effectiveness fostering a positive work environment.
