Conduct of Operations Program Manager to join our team located in Carlsbad, NM.
The individual holding this senior position is responsible for ensuring that SIMCO and subcontractors implement a compliant Conduct of Operations Program and foster program improvements, focusing on safe, reliable, predictable, and excellent performance of work. Manage the implementation and compliance of requirements from DOE O 422.1 to company mandated policies, procedures and programs. Continually review activities of the SIMCO line organizations and develop, support, and monitor implementation of plans for improved safety, efficiency, and productivity. Establish a Conduct of Operations Council, act as an essential part of the Council leadership team and provide guidance and support to operations and maintenance management. Advise senior management of potential areas of concerns and opportunities for program improvement. Develop improved performance measures to track progress.
The successful candidate will have the ability to solve management problems and resolve immediate and long-term issues; analyze a situation, determine the best course of action, assemble the required resources, give direction, and follow through according to the applicable policies and procedures; and, provide innovative approaches to problem solving and seeking continuous improvement. Candidate should also be able to leverage prior experience on safe and efficient performance of field work at SIMCO.
Responsibilities Include
- Comply with SIMCO policies and procedures.
- Ensure ISMS principles are incorporated into organizations’ activities.
- Maintain a Conduct of Operations implementation plan.
- Perform a mentoring role with individuals directly responsible for the management and supervision of field work activities for SIMCO.
- Develop, implement, and track to completion improvement initiatives to the Conduct of Operations Program.
- Develop and maintain a leading-edge trending program to identify issues prior to a significant consequence.
- Ensure rigorous assessments of the Conduct of Operations.
- Interface with representatives of DOE, DNFSB, and other regulatory and oversight agencies.
- Establish and participate in a leadership role on the Conduct of Operations Council.
- Provide CONOPS and HPI-related training and briefings to SIMCO personnel responsible for the management and supervision of field work activities.
- Prepare reports on the status of Conduct of Operations activities for presentation to SIMCO senior management.
- Benchmark Conduct of Operations programs from the industry to provide opportunities for improvement.
- Support related event investigations and corrective action management activities.
Exempt Grade Level(s) (36-39)
Minimum Requirements: These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination.
- Bachelor's degree with fourteen (14) years of related experience, or
- Associate's degree with eighteen (18) years of related experience, or
- High School Diploma or Equivalency with twenty-two (22) years of related experience is required.
- A minimum of ten (10) years of experience at a nuclear facility is required.
- A minimum of five (5) years of experience within the DOE nuclear complex is required.
- A minimum of five (5) years of experience in a management or supervisory role is required.
- Must be familiar with DOE regulations governing the conduct of operations and safe performance of all aspects of field work.
- Must be familiar with ISMS and work control processes employed at DOE nuclear facilities.
- Basic computer skills using MS Word and MS Excel are required.
- Excellent written and verbal communication skills are required.
- Must be able to qualify and maintain qualifications on all Personal Protective Equipment (PPE) including Respiratory Protection and associated equipment.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.

Minimum salary $131,144 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
