ORGANIZATION OVERVIEW
The Environmental Compliance Group (ECG) is part of the BNL Environmental Protection Division (EPD). The group’s mission is to ensure that the Laboratory operates effectively while meeting regulatory requirements of numerous environmental laws including: National Environmental Policy Act (NEPA), multiple cultural resource laws, Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act (RCRA), Site Sustainability requirements under DOE Order 436.1a, and Department of Energy monitoring and reporting requirements. The group interfaces with a broad spectrum of the Laboratory line organizations to collect, review, and report environmental data to DOE and regulatory agencies as well as promote sustainable business principles across the Laboratory. The group is responsible for preparing the annual Environmental Monitoring Plan, the annual Site Environmental Report, the annual Consumer Confidence Report, and supports the development and execution of the Lab’s Site Sustainability Plan (SSP).
POSITION DESCRIPTION
EPD has an opening for an Environmental Compliance/Environmental Engineer II in the ECG. The primary responsibilities for this position will be to work under the direction of the Environmental Compliance Manager to manage the Air Compliance program for the Laboratory in accordance with Clean Air Act regulatory requirements administered by the Environmental Protection Agency (EPA) and the New York State Department of Environmental Conservation (NYSDEC). BNL maintains a Title V permit issued by the NYSDEC that covers all aspects of the Clean Air Act requirements. This position also provides support in the development of the Lab’s Site Sustainability Plan (SSP), tracks progress on goals within the SSP associated with greenhouse gases, refrigerant management, purchase and use of electric and hybrid electric vehicles, travel and commuting impacts on climate, and purchase of products with associated air impacts. The Air Program is also responsible for updating the appropriate chapters of EPD’s Environmental Monitoring Plan, writing the Air Chapter of the annual Site Environmental Report, developing and submitting quarterly Air Emission Reports, Title V Semi-Annual and Annual Certifications, Mandatory GHG Emissions Report, NYS Annual Air Emissions Statement, and preparation of Title V permit renewals. This position will also have broad responsibilities to support development and review of environmental documents developed by the NEPA program.
Essential Duties and Responsibilities:
Under the direction of Environmental Compliance Manager:
Have primary responsibility for the Lab’s Air Compliance program:
Technical report writing including writing applicable chapters in the annual Site Environmental Report and Environmental Monitoring Plan
Participate on the Site Sustainability Team assisting in the preparation and reporting on the annual SSP.
Participate in technical review of documents, e.g., technical plans, health and safety plans, engineering designs.
Participate in internal environmental assessments.
Participate on the EPD Spill Team as a responder.
POSITION REQUIREMENTS
Required Knowledge, Skills, and Abilities:
A minimum of a bachelor’s degree in engineering, Environmental Sciences or related field.
A minimum of seven years with progressively responsible related work experience.
Primary experience with Clean Air Act compliance and some experience with one or more environmental compliance programs (e.g., CWA, NEPA, RCRA, pollution prevention or sustainability).
Experience building relationships with a diverse set of stakeholders/customers.
Demonstrated ability to independently perform duties.
Strong communication and writing skills.
Preferred Knowledge, Skills, and Abilities:
Master's degree in engineering, Environmental Sciences or related field.
Broad understanding of federal and state environmental regulations.
Specific knowledge of the Clean Air Act and NYSDEC Clean Air Regulations
Experience developing and writing Title V permits.
Experience in preparing permit compliance reports
Experienced in writing technical reports on environmental issues.
Review of design plans and specifications for air compliance, greenhouse gas management, and environmental and sustainability concerns.
Perform contractor oversight for environmental support contracts.
Experience conducting regulatory assessments and technical audits.
Ability to analyze and understand environmental analytical data and laboratory reports.

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $111300 - $160000 / year. You will be placed at the level and salary commensurate with your experience. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
