Field Project Control Manager (Capital Asset / Minor Construction Projects) to join our team located in Carlsbad, NM.
The successful candidate will lead the Capital Asset and Minor Construction Project (MCP) Project Controls team in delivering a monthly earned value management reporting matrix to SIMCO Management and the Customer, Department of Energy representatives. Successful candidate will be a self-starter, pro-active and expected to engage directly with both Customer and Senior SIMCO and Bechtel Management in the completion of normal day-to-day duties.
Will be required to lead the team in provision of cost and schedule analysis for Department and Control Account Managers (CAMs) to ensure schedule, costs and budgets are accurate and timely. This includes assisting managers in preparation of annual, contract period and life cycle schedules and associated budgets, reviewing estimates, and preparing baseline change requests and trends for project impacts. Managing and integrating subcontractor schedules and invoicing. Assist in preparing monthly variance explanations, accruals, and responding to various budget exercises. Must communicate with buyers regarding purchase orders and estimates, input cost corrections and accrual information into our Integrated Financial Management System (PeopleSoft) and input approved budget baseline changes and monthly status of projects in the Primavera Project Management Tool. Analyze a variety of cost and schedule information. Resolve related problems and assure compliance with prescribed system criteria. Analyze cost plans and schedules for variance impacts, horizontal and vertical coordination of schedules, critical paths, and related information and data to determine and identify potential problems. Assist in the development and preparation of ad-hoc reports and budget scenarios to support program objectives. Support cost account managers need for accurate data and program analysis using a network of systems to facilitate budgetary data collection, monitoring, review, development, analysis, charting, and communication. Assist in the development, maintenance, and revision of work authorization directives and statements of work. Develop report formats to meet requirements of both internal and external customers. Coordinate changes to project baseline cost and schedule documents including presentation of same to internal and external stakeholders. Will participate in PPR reviews by DoE personnel and Earned Value Management Certification assessments.
This is a Capital Asset position which will report through Project Controls to the WIPP Project Controls Manager and is matrixed the Capital Line Item Project Manager(s) and the Capital Assets Manager.
Supervises the Capital Project PC Lead, schedulers and cost analysts for the assigned project(s), providing routine and non-routine direction, ensuring timely completion of deliverables. Receives direction from SIMCO Project Controls Manager, and / or Capital Projects Manager.
Exempt Grade Levels (34-38)

- Bachelor’s degree in field related to project controls, cost accounting, budgeting, and strategic planning or engineering with six (6) years of professional experience, or
- Associate's degree with ten (10) years of professional experience, or
- High School Diploma or Equivalency with fourteen (14) years of professional experience is required.
- Working level experience with Cobra and Primavera P6.
- Experience in project controls, cost accounting, budgeting, strategic planning principles.
- Experience in Earned Value Management on a Department of Energy Project specific to DOE Order 413.3B.
- Familiarity with EIA 748 Requirements.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.
Preferred Requirements
- PeopleSoft (Integrated Financial Management System [IFMS]) is a plus.
- WIPP and/or DOE experience preferred.
- Bechtel experience preferred.
