CLEARANCE REQUIREMENT — NON-NEGOTIABLE
Candidates MUST hold an active Q Clearance or an equivalent active DoD TS clearance with the ability to reciprocate as a Q. This position supports a classified NNSA nuclear security facility. Candidates without an active clearance will not be considered.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES (KSAS)
- Strong written and oral communication skills
- Proficiency in Microsoft Office and related office software
- Technical knowledge across various IT fields
- Research specialist capabilities
- Detail-oriented editing and proofreading
- Clear understanding of audience and ability to tailor written content accordingly
- Proven collaboration record and demonstrated critical thinking
- Complete understanding of proper grammar and syntax
- Capable of composing distinctly unique and original prose independent of Large Language Model (AI) usage
NOTE — AI-INDEPENDENT WRITING
Y-12 explicitly requires that the selected candidate be capable of composing original, independent prose without reliance on AI/LLM tools. This KSA will be evaluated during resume review and may be tested during the capability assessment. Candidates' resumes and writing samples should demonstrate original voice and composition.
SPECIFIC REQUIREMENTS
In addition to the KSAs above, candidates must demonstrate the following technical and project capabilities:
- Demonstrates effective project management skills
- Ability to design and define IT system architecture for integration of multiple platforms, operating systems, and enterprise applications
- Capable of determining systems specifications, input/output processes, and working parameters for hardware/software compatibility and system security
- Coordinates design of subsystems and integration of the total system
- Ability to identify, analyze, and resolve program support deficiencies
- Develops and documents the framework for integration and implementation of changes to technical standards
- Proven record of assisting in the development and management of an architecture governance process
DELIVERABLES
Candidates will be responsible for completing reports and technical documents as directed by the on-site supervisor. Deliverables are defined by the task order and may include technical documentation, IT architecture documentation, standards documents, and periodic status reports.

The Y-12 National Security Complex is a federally managed facility operated under the National Nuclear Security Administration (NNSA), U.S. Department of Energy, located in Oak Ridge, Tennessee. Y-12 is a classified production and manufacturing facility supporting the U.S. nuclear deterrent mission. This is a highly regulated, security-conscious environment requiring strict adherence to site policies, clearance protocols, and operational security standards.
Primary work site: New Hope Center (NHC), Oak Ridge, TN. Telework is authorized in combination with on-site presence.
