What You'll Do - Strategic Oversight & Collaboration:
- Oversee all Supply Chain Business Management (SCBM) activities, reporting to the Senior Director of Supply Chain Management.
- Collaborate cross-functionally and with Supply Chain peer directors to foster an integrated organization, leveraging best practices, common skills, and tools to achieve a world-class supply chain management organization.
- Champion a culture of teamwork and continuous improvement across SCBM.
- Team Leadership & Development:
- Manage SCBM needs and direct staff to ensure successful mission completion.
- Determine, secure approvals for, and monitor SCBM staffing plans, coordinating personnel assignments.
- Ensure assigned personnel receive appropriate orientation and training, especially for project-specific requirements.
- Monitor, evaluate, and review performance of assigned supply chain personnel, collaborating on development planning and training to assure availability and participation in development techniques.
- Program & Process Management:
- Establish and manage administrative department activities to ensure efficient and timely mission completion, operating with initiative, independent judgment, and discretion under minimal supervision.
- Oversee the site Purchasing Card (P-card) program, making recommendations for improvements and approving deviation requests.
- Recommend improvements in program procedures, technology utilization, and automation, analyzing the impact of mission changes on design or concepts of assigned programs.
- Oversee the compliance program for all procurement operations, ensuring adherence to internal policies and external regulations.
- Maintain thorough knowledge of applicable federal, state, DOE, corporate, and plant rules, regulations, and plant-wide operating policies and procedures.
- Liaise with internal services (e.g., Legal, Contracts, Finance) for advice and guidance within Supply Chain's scope of responsibility.
- Maintain working relationships with Customer personnel to ensure actions align with Customer goals.
- Oversee and ensure compliance of the Subcontract Technical Review (STR) program.
- Support the development of the supplier risk program and maintain cross-functional procedures for Supply Chain Risk Management in partnership with Procurement and other stakeholders.
- Lead the coordination of procedure updates for supply chain activities, ensuring contractual reviews, updates, and requirements are met.
- Coordinate with the Procurement Operations Director on the small business program, reviews/audits of procurement system aspects, and required metrics.
- Champion continuous improvement projects within SCBM and support overall Supply Chain continuous improvement.

Minimum Job Requirements
- Bachelor's degree: Minimum 12 years of relevant experience.
- Minimum 5 years of management experience.
- OR 20 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
- Demonstrated experience in procurement and contracting.
Preferred Job Requirements
- NNSA/DOE Maintenance & Operating procurement compliance experience
- Understanding of business and commercial law practices
- Working knowledge of CNS procurement system and integrated policies & procedures
- Experience with Contractor Purchasing System Reviews (CPSR) or Procurement Evaluation & Re-Engineering Teams (PERT)
- Interaction with federal auditing agencies such the Inspector General’s office, Defense Contract Audit Agency, and Defense Contract Management Agency
- Demonstrated ability to research procurement issues through various resources
- Proficient and experienced in one or more Supply Chain functions.
- Experienced in DOE/NNSA site operations and supply chain support.
- Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
- Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
- Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code.
