Overview:
The Human Resources Generalist provides operational support across the full employee lifecycle. This role supports HR programs and initiatives that ensure compliance with federal, state, and local employment regulations, as well as contract-specific requirements. The HR Generalist will work collaboratively with HR leadership and internal stakeholders to support a compliant, mission-focused, and employee-centered workplace.
Major Duties/Responsibilities:
Workforce Data & Reporting:
- Generate and analyze workforce data and standard HR reports to support HR decision-making.
- Maintain accurate employee records and ensure integrity of HRIS data.
- Assist with tracking workforce metrics, compliance requirements, and personnel documentation.
Employee Lifecycle Support:
- Provide day-to-day operations support across recruitment, onboarding, performance management, and offboarding processes.
- Facilitate new hire orientation overviews to ensure a smooth transition for employees.
- Support performance review cycles and employee development documentation.
Compliance & Employee Relations:
- Assist with ensuring compliance with federal, state, and local employment laws, including documentation and recordkeeping requirements.
- Support internal audits and compliance reviews related to HR programs.
- Provide support in employee relations matters by gathering information, documenting concerns, and assisting with conflict resolution efforts under HR leadership guidance.
HR Systems & Process Support:
- Support ongoing enhancements to HR systems, workflows, and internal policies.
- Utilize Microsoft Office tools and AI-enabled technologies to improve reporting efficiency and administrative processes.
Projects & Organizational Initiatives:
- Support HR initiatives such as compensation cycles, training programs, employee engagement efforts, and organizational change activities.
- Assist with policy updates and communication of HR procedures.
- Participate in cross-functional teams to support organizational goals and contract requirements.

Basic Qualifications:
- BS/BA degree in Human Resources, Business Administration, or a related field.
- Attainment by May of 2026 and applicants must complete all degree requirements before starting this position.
- Prior experience in Human Resources.
- Basic knowledge of employment laws and HR best practices.
- Experience working with HRIS systems.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
Preferred Qualifications:
- Familiarity with government contracting environments or federal compliance requirements.
- Experience using AI tools to support reporting, data analysis, or process automation.
- SHRM-CP or PHR certification.

Security, Credentialing, and Eligibility Requirements:
- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
- Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
- To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
Hybrid Eligibility:
This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
