Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a
Staff Specialist - Emergency Control and join our team located in Carlsbad, New Mexico.
Responsibilities
This position will report to the Emergency Management Manager and will be responsible for developing, implementing and managing multiple aspects of emergency preparedness and response activities.
Responsibilities:
- Develop and maintain the Emergency Management (EM) plans, procedures, policies to comply with DOE Orders, Code of Federal Regulations (CFR) and internal WIPP requirements for the protection of WIPP employees and facilities.
- Interpret DOE Orders and ensure EM Program compliance with DOE Orders and applicable CFRs and other federal requirements.
- Identify strengths and weaknesses of EM plans, procedures, and systems, and implement improvements.
- Assist the EM Manager on WIPP Continuity of Operations Program (COOP).
- Assist with the operational readiness of the WIPP Emergency Operations Center (EOC) and the Emergency Response Organization (ERO).
- Assist in the development and conduct of EM limited scope drills and workshops, including preparation of associated drill reports.
- Develop, maintain, and deliver EM training as an EM SMI.
- Assist in the development, coordination, performance, and documentation of scheduled Management Self-Assessments on the EM program.
- Assist in the development of Corrective Action Plans (CAPs) for issues identified in internal and external assessments and annual site exercises.
- Serve as a member of the WIPP Emergency Operations Center (EOC)
- Personal Safety and the safety of coworkers.
- Other duties as assigned by EM manager.
Minimum Requirements

- Bachelor’s degree with fifteen (15) years of relevant experience, or
- Associate’s degree with nineteen (19) years of relevant experience, or
- High School Diploma or Equivalency with twenty-three (23) years of relevant experience is required.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Preferred Requirements
- Experience in a regulated environment such as DOE, NRC, or military is preferred.
- Previous WIPP site experience is a plus.

Exempt grade level(s) 34-36. Salary range: $112,438 to $196,717 per year --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
