Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a
Emergency Services Training Chief and join our team located in Carlsbad, New Mexico.
Responsibilities
The successful candidate will research, plan, develop, coordinate and/or deliver all aspects of the fire service and EMS training to the department and ensure compliance with state and federal guidelines and rules. In addition, this position will assist the Assistant Emergency Services Manager in various other administrative duties such as preparation of monthly and annual reports, and special projects as assigned. Work may also include the responsibility for directing and coordinating the activities of multiple fire companies during both training and normal firefighting operations. Work is performed with considerable independence under the supervision of the Assistant Emergency Services Manager. The Training Chief shall be responsible for the following:
- Serve as primary responder, up to and including IC, to surface and underground emergencies, including fires, medical emergencies, and releases of hazardous materials.
- Shall be available for after hour meetings, phone calls and special assignments.
- Serve as the Fire Department’s (FD) training coordinator with Technical Training.
- Act as point of contact for organizational training requests and changes.
- Coordinate planned training events and activities with the Technical Training Scheduling Administrator.
- Coordinate FD training/drills with Emergency Management.
- Develop, review, and approve FD training materials to ensure compliance with the HWFP and other regulatory requirements, NFPA standards, and management policy requirements.
- Ensure training material is in compliance with WP 14-TR.01, WIPP Training Program.
- Review organizational changes and determine their impact on training materials.
- Provide in-house training fire, rescue, and EMS training for all department personnel.
- Ensure shift personnel are qualified to stand watch.
- Cooperate, participate, and comply with all applicable site procedures.
- Complete tasks assigned by management.
- Maintain training, qualification, and proficiency current.
- May act in the absence of the Emergency and Assistant Emergency Services Manager.
- Submit FD training material to Technical Training for approval and archiving.
- Coordinate and/or serve as project lead to develop and design cost-effective FD training.
- Review and evaluate drill findings, commitment tracking items, lessons learned, procedural changes, program changes, and other proposed/recommended training program changes and determining their impact on training material.
- Perform instructor evaluations in coordination with Technical Training to verify expectations and technical competency are satisfactory.
- Maintain EMS state certification license from the state for the FD to operate.
- Maintain DEA and Pharmacy licenses for the department.
- Maintain proper inventory for all medical supplies and medications supply/storage for the department.
Minimum Requirements

- Bachelor’s degree with two (2) years of related Fire Services experience, or
- Associate’s degree with six (6) years of related Fire Services experience, or
- High School Diploma or Equivalency with ten (10) years of related Fire Services experience is required.
- Must have expert knowledge of emergency response.
- Previous supervisory experience is required.
- Must have Firefighter I & II Certifications.
- Hazmat Operations & Awareness is required.
- Must have a current NM or National Registry EMT Basic License or higher.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Preferred Requirements
- The ideal candidate will have ten (10) to twelve (12) years of related Fire Services experience.
- Preference given to candidates with Fire Officer I & II, Fire Instructor I & II, or NIMS 300 & 400 Certifications.
- Previous experience in Department of Energy regulated projects.
- Previous WIPP Project experience is a plus.

Exempt grade level(s) 30-32. Salary range: $80,609 to $142,058 per year --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
