What You'll Do
- Act as a key interface between business stakeholders, including senior management, business units, and technology teams, to define requirements, develop business cases for technology developments, and resolve issues related to functional system delivery.
- Analyze and assess current business and technical processes to formulate, develop, and propose improvements for new or modified business information processing systems, defining and documenting requirements accordingly.
- Facilitate IT (Information Technology) project teams by coordinating with business and technology teams to elicit, organize, simplify, manage, and communicate functional and technical requirements, including program functions, output, input data, and user acceptance criteria, and to develop business cases. This includes supporting testing, system techniques, and controls.
- Demonstrate knowledge of computer system capabilities, business processes, and workflows.
- Develop software quality assurance documentation, including business requirement documents for IT projects.
- Collaborate with business units to define and document project scope, requirements, and expectations, and report potential inter-departmental conflicts to the project team for evaluation.
- Provide documentation and communication of business needs and requirements, demonstrating a thorough understanding of business systems and industry requirements.
- Evaluate and communicate the implications of technical solutions.
- Collaborate and coordinate efforts across all IT and business segments.
- Ensure consistency and adherence to company standards, processes, and procedures.
- Work with Quality Assurance to obtain QA acceptance of product and business requirements.
- Utilize requirements to drive the design or review of test cases and process change requests. Assist with managing project scope, acceptance, installation, and deployment.
- Assess and validate activities to determine if solutions have fulfilled requirements.
- Ensure adherence to project lifecycle management, software development lifecycle management, company strategies, policies, processes, methodologies, commitments, and goals.
- Exercise initiative, independent judgment, and discretion under limited supervision.
- Develop and maintain complete and accurate business analysis technical documentation, adhering to established procedures.
- Ensure effective communication exists with and among assigned teams.
- Brief management and project teams on work assignments and progress.
- Participate in and/or develop procurement deliverables (e.g., statements of work, bills of material) for external services and materials.
- Limited travel may be required.
Minimum Job Requirements
- Bachelor's degree
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 8 years of completed education and/or relevant experience.

Preferred Job Requirements
- Proven experience in business analysis for production or technical projects.
- Relevant certifications such as Scrum Master, Information Technology Infrastructure Library (ITIL Foundations, or PROSCI Change Management.
- Experience with ServiceNow in an Agile development environment.
- Proficiency in business analysis tools and methodologies, including but not limited to computerized spreadsheets, relational database modeling, modeling software, data analytics, word processing software, Scrum, Kanban, and other hybrid agile methods.
- Demonstrated knowledge of business analysis and project management principles, best practices, techniques, and tools, preferably aligned with Project Management Institute (PMI) standards. Project Management Institute (PMI) certification [e.g., Professional in Business Analysis (PBA), Project Management Professional (PMP), Certified Associate in Project Management (CAPM)] is preferred but not required.
- Comprehensive knowledge of requirements gathering, analysis, and management strategies, including data requirements, business process modeling, traceability, quality management techniques, and principles of project and software development lifecycles. Familiarity with business concepts and requirements specific to large government facilities is advantageous.
- Proven experience in eliciting requirements for complex projects and programs, developing business analyses and plans, prioritizing requirements, and creating conceptual prototypes or mock-ups.
- Demonstrated ability to work effectively independently and collaboratively within diverse teams. Possesses strong organizational, time management, interpersonal, and communication skills (oral and written), including conflict resolution. Exhibits initiative, independent judgment, and discretion, with a proactive approach to leading and managing multiple tasks while meeting deadlines.
- Proficiency in processing and analyzing data, formatting and generating reports, creating and editing written materials, and developing and delivering presentations.
- Proven ability to lead and manage multiple concurrent and complex IT infrastructure and application development teams, demonstrating adaptability within fast-paced, demanding environments.
- Ability to logically and systematically evaluate business and process problems to determine optimal solutions.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709. Medical requirements may apply.
