What You'll Do
Responsible for maintaining and monitoring Supply Chain Management’s (SCM) Process Workflows and Issues Management.
Performs duties with opportunity for exercise of initiative, independent judgment and discretion under limited supervision. Is accountable for the results of the actions taken.
Essential Job Duties
- Issues Management Specialist (IMS) – Manage TOPIC issues. Will be responsible to utilize apparent cause analysis for issues that do not require a formal Casual Analysis to be performed. This information will be utilized to enter trend codes and corrective actions to help reduce reoccurrence of events/issues, Required to submit and help categorize ORPS reports, write and submit NTS reports.
- TOPIC Developer/Super User – Assist users on how to navigate the TOPIC system and gain the correct access, act as delegates for users in SCM to assist with approvals and adding documents in the TOPIC system. Track open TOPIC events for supply chain and help drive completion.
- Management Assessment (MA)/Organizational Assessment (OS)/ISM (Integrated Safety Management) Coordinator – Help develop the annual list of management assessments based on input from Supply Chain Managers. Based on the assessment identified create and assign task in TOPIC and track completion of the action items as well as the management assessments.
- ISM Coordinator – Delegates quarterly task in TOPIC based on Environment, Safety & Health organization input to all supply chain managers. Track completion of assigned task and provide management visibility of completion.
- PWM – process workflow administrator – Work with users to help them navigate and manage workflows, Develop new workflows to support process improvement activities.
- Develop knowledge of supply chain procedures and perform reviews to ensure compliance with government regulations, Department of Energy ( DOE) / (NNSA) National Nuclear Security Administration contract, and policies and procedures.
- Perform audits of activities and functions to measure the health of supply chain and identify opportunities, enhancements to policies and procedures.
- Foster effective working relationships with internal working group, Property Management, General Stores, Logistics & Compliance, Procurement Operations, Lease and Real Estate, Ethics, Internal Audit, Quality, and Performance Assurance organizations
- Required to attend and/or successfully complete training classes as determined by the Training and Development Technologies Department, through General Employee Training (Reference DOE Order 426.2A), and Management.
- Facilitates and supports all plant safety initiatives and provides instruction in safety awareness and provides training while resolving issues and concerns within the organization.
- Performs duties with opportunity for exercise of initiative, independent judgment and discretion under limited supervision.
- Respects a worker’s right to stop work when they feel their personal safety is jeopardized and take responsibility to resolve the concern in a timely manner.
- Attends and or conducts required safety meetings and training
- Performs other duties as assigned.

Minimum Job Requirements
- Bachelor’s degree: No experience.
- OR Master’s degree: No experience.
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 8 years of completed education and/or relevant experience.

Preferred Job Requirements - A Bachelors' degree in Supply Chain Management with an emphasis in Government Policy is preferred; however, a combination of education and relevant experience requires wherein the knowledge, skills and abilities to perform the position’s duties and accountabilities have been adequately demonstrated is acceptable.
- Specialized work experience should include:
- Manage/track status of work in progress to ensure due dates are met on time and all deliverables, approvals, and record updates are received and accounted as necessary.
- Requires the ability to multi-task and prioritize in a high throughput office setting
- Must be proficient in common Microsoft Office and Adobe software applications
- Excellent interpersonal skills to interface with project team
- Demonstrated analytical, organizational, oral, and written communication skills
- Knowledge of policies and contracting philosophy and ability to interpret contract language
- Experience or education in contract solicitation, proposal review, contract administration, negotiation of change orders, and effective correspondence
- Working knowledge of Federal Acquisition Regulations
- Attention to detail

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
