What You'll Do
Under the direction of the Emergency Preparedness, Response, and Continuity Manager, this position involves advanced professional and administrative work in the management of specially assigned programs or projects within Emergency Management operations and planning. This includes general knowledge and skills in Emergency Management Department (EMD) programs such as Training Drills, Exercises, Planning, and Continuity. The employee will also support the emergency response organization by developing schedules consistent with Emergency Exercises, as described in process documentation, to ensure responder accuracy and proficiency. The ability to support the documentation of specific Emergency Management and/or continuity processes is required.
The role further entails preparing reports, procedures, and documentation that support assigned Pantex emergency management elements, under the direction of the Emergency Preparedness, Response, and Continuity Manager. The employee will support classroom instruction, on-the-job training (OJT), and demonstrations in technical emergency management disciplines. Assistance with a comprehensive, coordinated, and documented program exercise is crucial to ensure preparedness activities associated with developing and maintaining program-specific emergency response capabilities and a proficient emergency response organization (ERO). This may include providing training demonstrations, drills on site-specific hazards, and protective actions for plant personnel, contractors, and off-site agencies. Developing and conducting emergency management exercises, including planning and coordination with on-site response groups and off-site emergency agencies, are also key responsibilities. Other duties and projects will be assigned as needed.
The primary duty of this position is the performance of office or non-manual work directly related to the management or general business operations of the Company. This primary duty includes the exercise of discretion and independent judgment, which involves the authority to formulate, affect, interpret, or implement management policies or operating practices; carrying out major assignments related to the Company’s business operations; work that significantly impacts the Company's business operations; and the capability to professionally represent the EMD Department and Company in training and exercise activities with off-site partners. Independent judgment and discretion involve comparing and evaluating possible courses of conduct and making independent choices, free from immediate direction, regarding matters of significance.

Minimum Job Requirements
- Bachelor's degree: Minimum 4 years of relevant experience.
- Master's degree: Minimum 3 years of relevant experience.
- OR Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 12 or more years of relevant experience.

- Demonstrated experience and knowledge of federal, state, Department of Energy (DOE), corporate, and plant requirements are essential.
- Experience in the application and instruction of personnel on operating policies and programs, including Union Agreements, employee concerns, discipline processes, and safety, health, and security standards, is required.
- Strong oral and written communication skills and proficient computer software skills are necessary.
- The applicant must have demonstrated experience in complex Exercise Programs, following Homeland Security Exercise and Evaluation Program (HSEEP) guidance.
- An understanding of National Incident Management System (NIMS) and HSEEP guidance for developing and coordinating complex exercise packages is required, along with a good understanding of DOE/National Nuclear Security Administration (NNSA) emergency management programs.
- The ability to communicate and coordinate across all levels and organizations of the Pantex Plant, and to organize and coordinate an exercise from inception to completion, is critical.
- The Emergency Preparedness Specialist will ensure all processes are appropriately documented following the Emergency Management program protocols.
- Preferred experience includes several years as an Emergency Preparedness Specialist or equivalent experience in DOE/NNSA or an emergency management program where Full Scale Exercises were routinely executed.
- Completion of FEMA HSEEP training or equivalent field experience in executing similar missions is also preferred.
