Alternate Special Security Officers (ASSOs) are responsible for safeguarding sensitive compartmented information (SCI) and SCI facilities (SCIFs). ASSOs report directly to the Special Security Officer (SSO) and have responsibilities relative to assigned security disciplines.
This ASSO position serves as a subject matter expert (SME) in the Physical Security (PHYSEC) domain.
The Special Security Office is looking for a senior Physical Security ASSO with prior leadership experience to assist the Physical Security Lead and SSO in growing, managing, and constructing ICD 705-compliant facilities.
The candidate will be expected to contribute to the overall daily efforts of the team, including providing broad security-related customer support to SCI-indoctrinated staff, escorting uncleared visitors within the facility, and performing cursory security inspections and periodic after-hour alarm responses. Completion of the National Counterintelligence and Security Center (NCSC) Special Security Officers Course (SSOC) and the ICD 705 SCIF Construction Course, or equivalent, is required within one year of hire, pending course availability. Course completions within the previous five years may meet this requirement.
ResponsibilitiesRoles in the professional hierarchy are responsible for the analysis and interpretation of DOE, DOE-IN, and other Government Agency regulations, laws, and orders. The candidate will also be expected to help develop and implement security policies, procedures, and qualification training programs for the National Security Division. The Physical Security ASSO will assist the SSO and Physical Security Lead to effectively manage programs and work closely with the federal oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.
The ideal candidate must demonstrate strong organizational and time management skills, a solid customer-service attitude, excellent communications skills (e.g., reporting writing, verbal communications, problem-solving, and decision-making), and be able to adjust work priorities quickly based on changing circumstances or events. The Physical Security ASSO will assist the Physical Security Lead in managing the Physical Security (PHYSEC) and Technical Security Programs for PNNL’s National Security Mission Division.
QualificationsMinimum Qualifications:
- BS/BA and 7 years of relevant experience -OR-
- MS/MA or higher and 5 years of relevant experience -OR-
- AA and 16 years of relevant experience -OR-
- HS/GED and 18 years of relevant experience
- Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.
Preferred Qualifications:
- Completion of ICD-705 SCIF construction course and National Security Officer’s Course (NSOC) or equivalent.
- Completion of the National Counterintelligence and Security Center (NCSC) Special Security Officers Course (SSOC).
- ICD 705 design, renovation, and new build construction experience.
- Working knowledge in TEMPEST controls.
- Experience serving as a Site Security Manager for ICD 705 construction projects.
- Demonstrated experience with Lenel OnGuard access control software.
- Demonstrated experience working with DL Windows.
- Demonstrated experience with UL 2050 Intrusion Detection Systems.
- Demonstrated experience working in DOE-IN and/or, DOE, DOD, and IC Personnel Security (PERSEC) programs and applications.
- Demonstrated experience working in a SCIF as part of a security team.
- Uses best practices and knowledge of internal or external physical and operations security trends to improve products or services.
- Solves complex problems by taking a new perspective on existing solutions.
- Successfully explains complex, difficult, and/or sensitive information; works to build consensus with stakeholders.
- Active DOE Q or DOD TS clearance.
