Our Foreign National Access Program (FNAP) Team within the Security and Emergency Services (SES) directorate has an opportunity for a FNAP Specialist to initially facilitate the collaboration with the international community for our overall DOE Mission. At the same time, the specialist is the first line of compliance/defense as a FNAP security official to initially review the request to protect the lab’s assets and ensure that unauthorized access to sites, information, or technologies is denied.
The FNAP Specialist performs a variety of reactive/daily/weekly vetting tasks utilizing a proprietary ANL business system that mirrors DOE’s central depository for all foreign national (FN) access requests. In doing so, the specialist reviews/confirms/verifies all aspects of each foreign national access request and if not in compliance returns the request with specific instruction to confirm order requirements, so cited in current FNAP internal procedures, are always met. Specifically, performs duties independently reviewing order required information, legal/immigration status documents, access justifications and applicable order/internal access protocols. Investigative follow up will be required with multiple division/ANL security officials. Performs work under minimal supervision adhering to the automated and internal procedures established by the FNAP Office. Work performance involves thousands of FN access requests annually both domestic and worldwide for purposes of obtaining the most qualified scientists. The specialist specifically, while reviewing the foreign national’s required resume, must also take an Operational Security (OPSEC) mindset to adhere to the DOE order security/vetting protocols on a timely basis. Each access request that is not processed/vetted properly could result in non-compliant audit finding and the loss of potential science research achievements. Daily contact with ANL’s operational and science division representatives. Works side by side with the FNAP Administrator and may recommend processes to enhance workflow. Creates, updates, provides foreign national metric data and analysis to the FNAP Administrator/Manager, trains hundreds of division administrative assistances on ANL’s proprietary functional unit process and procedures. Requires a broad working knowledge of departmental and laboratory policies and practice.
Additional responsibilities:
- Assist in the coordination and administration of Foreign Assignment/Visit Online Report (FAVOR) requests from the Laboratory to include initial applications and addendums.
- Proactively assist in maintaining weekly meticulous FAVOR reports on all order driven FNAP activities to include but not limited to, FN Host Training-confirming all FN Hosts are current on their (SCD-100) Host training, VPN Access-confirming the request is approved in FAVOR, Sensitive/Non-Sensitive Delegations and providing this information to Communications and Public Affairs (CPA), Invalid Hosts and follow up to rectify compliance when applicable, FAVOR Metrics for purposes of compliance and trending, ESAF/AIC FAVOR Hosts-confirming the updated FN host is associated with the user facility beam line, ESAF-FAVOR-FACTS Verification-confirming the proper host has been updated, FAVOR/Workday Report-confirming terminated employees no longer have access, HR New Hire Report-confirming all new hires have been vetted via FAVOR if a FN and, the FAVOR Requests & Authorization to confirm proper access has been given,
- Weekly investigative follow up on the Automated Cyber Security Countries of Risk (CoR) ANL employee cyber access report to include reviewing the data, verifying the information, collaborating with CI, Cyber, Security and Lab personnel. Documenting all investigative steps to conclude each CoR access that may involve suspension of cyber access.
- Weekly random interviews of FN hosts (both on and off campus) via the FNAP Hosting Validation (HV) Program internal procedures that includes, research/background on the FN/host in question, briefing the FNAP Manager, arranging interviews with the FN, host and FAVOR Admin User that includes the FNAP Manager, subsequently documenting/logging said interview, and pursuing corrective action if applicable, when non-compliance is discovered.
- Assist with conducting training for all FAVOR Administrative Users to file FN access requests.
- Assist in the updating of all FNAP Internal Procedures/Forms/Job Aids to stay in compliance with the current DOE Order on Unclassified Foreign National Access Program DOE O 142.3B.
- Provide specialist support to the FNAP Manager and the FNAP Administrator.
- Assist in developing training programs for site personnel regarding the program requirements and host responsibilities.
Position Requirements
- Bachelor’s degree preferred and 2+ years, experience required
- Considerable skill in the independent handling of a full workload that involves complex regulations and their interpretation, establishing priorities, maintaining good working relationships with all Laboratory divisions and regulatory compliance agencies and a combination of tact and persuasion within these relationships.
- Skill in discerning, judging the magnitude of, and taking or recommending appropriate action on non-routine, sensitive issues or matters that require upper management’s attention.
- Strong organizational and time management skills.
- Ability to work successfully in a team environment and collaborate with peers.
- Knowledgeable review of applicable status/legal documents regarding all foreign national access requests.
- Ability to utilize various types of software to compile/generate reports, spreadsheets, statistics, timelines, metric tables, graphs, correspondence, and presentations.
- Ability to ensure smooth and efficient daily communications with the FNAP customers, Argonne Welcome Center (AWC) personnel, and be consistent on all FNAP Matters.
- Considerable knowledge of computers and software such as Word, PowerPoint, Excel.
- Good knowledge of English grammar and composition.
- Good skill in oral and written communication.
- Skill in identifying problems and participating in their solution.
- Must be available to work off-hours as needed, with the ability to address foreign national accesses when questions arise on the validity of the request.
- To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship, which is required to comply with federal regulations and contract.
- 2 years experience with foreign national populations, travel programs preferred
Preferred Skills
- Considerable knowledge of DOE regulations in the area of Foreign National Access Program policies and procedures related to site access in general.
- Considerable knowledge on Laboratory organization and programs, office practices/procedures, use of automated tracking/control systems.
