Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
MSTS is seeking a candidate for the role of Senior Mission Communications Specialist for the Global Mission Communications Programs (GMCP), Emergency Communications Network (ECN) Data Department. The ECN provides global communications on behalf of DOE/NNSA using mobile technology, to include satellites and additional services such as video-teleconferencing. This position is located at the GMCP’s office located in Washington, D.C.
Key Responsibilities
- Assist with development and design of system architecture based on requirements, scalability, reliability, and performance.
- Implement plan and design of infrastructure components such as servers, storage networking, applications, and services required to support systems.
- Monitor server environments, including physical and virtual servers, to ensure availability, reliability, and performance.
- Implement backup and recovery solutions to protect data integrity and ensure business continuity.
- Administer user accounts, groups, and permissions.
- Maintain the integrity and availability of Directory Services for identity and access management.
- Assist with the building, installation, configuration, operation, documentation, and maintenance of mission response infrastructure equipment, software, hardware, video teleconference (VTC), audio-visual and next generation communications kits.
- Provide technical support to end-users by troubleshooting hardware and software issues, resolving technical problems, and assisting with system configurations and installations.
- Perform data entry (Footprints, WASP, SolarWinds, etc.), phones, customer requests, and ticketing workflow in the ECN Network Operations Center (NOC).
- Takes ownership of technical problems and sees them through to resolution, using an advanced knowledge level of established standards, practices, and procedures.
- Knowledge of technical principles, theories, standards, practices and procedures.
- Provide IT support for Linux, Windows, and network systems, including the maintenance of systems: including but not limited to rack mount servers, switches, and server blades and chassis.
- Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements.
- Assume responsibility for complete lifecycle of infrastructure systems including but not restricted to input to assessment of design, builds, post installation support, and deployments.
- Provide backup and second level coverage to Technical Support Representatives as assigned.
- Learn and comply with validation requirements, standard-operating procedures, and change control maintenance for product lifecycle.
- Familiar with current satellite, voice, video teleconference, data communications, and/or cybersecurity policies and practices.
- Interface with vendors and customers as required.
- Participate in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
- Support National Emergency Response group’s emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
- Travel as part of an installation or restoration team when directed.

Qualifications
- Bachelor’s degree in a computer-related field or equivalent training and experience and at least 5 years of related experience.
- Desired working knowledge and experience of communications support, ECN program, and NNSA mission.
- Experience in communications, business, project management or related discipline.
- Working knowledge of data entry, computerized maintenance management systems, call center or network operation center, or IT service management systems.
- Proficient in Microsoft Windows environment and Microsoft Office.
- Must possess excellent oral and written communication skills with proficiency in composition, proofreading, grammar, spelling and punctuation.
- The primary work location will be based at the GMCP office located in the Forrestal Facility, Washington, D.C.
- Work schedule for this position will be 5/8’s. Must be willing to perform on-call duty and ensure availability to work non-standard hours.
- Personnel may be requested by leadership to work in excess of 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must have current driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$92,892.00 to $139,339.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
