Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a GS-14, Intelligence Research Specialist, You Will

Develop insight and identify opportunities for collaborations and partnerships between the National Labs and Intelligence Community (IC) Sponsors.
Encourage the development, strategy creation, planning, and strengthen oversight by arranging and conducting meetings, performing site visits at the Labs, and develop an intimate working knowledge of each Labs' technical competencies.
Manage the program's Lab Capabilities Portal, which depicts lab capabilities to IC customers and aids in educating IC partners about National Laboratory capabilities.
Provide federal oversight of IC projects and communicate policy, procedures, and process for funding, expenditures, classification management, and capabilities.

This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 4 days per pay period.
Limited telework may be available based upon mission requirements of the position.
Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

Managing performance metrics initiatives while working alongside senior officials to enhance communication among sponsors.
Taking part in site visits to the labs to examine intelligence reports and gather data for informed decision-making.
Identifying future research and development requirements to address gaps within Intelligence.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
