We are seeking an Alternate Special Security Officer (ASSO) specialized in Physical Security (PHYSEC) and Access Control System/Intrusion Detection Systems (ACS/IDS), with a broader knowledge of Personnel Security (PERSEC) roles and responsibilities. In this role, you will focus on a variety of complex processes, policies, directives, and procedures in order to implement and enforce the protection of Sensitive Compartmented Information (SCI) within an SCI Facility (SCIF) in accordance with all relevant Intelligence Community Directives (ICD), Intelligence Community Standards (ICS), and Department of Energy (DOE) policies and procedures. This position resides in the Special Security Office in the FIE Secure Operations Section, Field Intelligence Element, National Security Sciences Directorate (NSSD), at ORNL.

We support visitor requests, SCI packages, training and education, ensure people and facilities remain secure, and that security practices and procedures are understood, implemented, and enforced.
Major Duties/Responsibilities:

Implement policies and procedures to comply with federal laws, regulations, and other requirements for the IC, DOE, Department of Defense (DOD), and other agency environments.

Lead ACS/IDS efforts. Collaborate with the physical security team to ensure the alarm system’s health, maintenance, and operability align with organizational service level agreements (SLAs).

Independently perform high operational tempo for day-to-day implementation and management of personnel security for SCI programs and SCI Facility operations. This includes creating and tracking visitor requests for visitors entering and leaving secure areas; initiating, submitting, and tracking personnel security clearances; and developing, implementing, and coordinating training programs to educate staff on security policies and procedures.

Support the daily operations and management of multiple government approved facilities, including IC, DOE, DOD, SAP facilities, and other special programs.

Manage various sized projects to ensure oversight of personnel and information security requirements to include inquiry into incidents of security concern, advising management, selecting the best solution from a range of possible or known solutions, and developing new or original solutions.

Develop and implement security-related processes, procedures, and tools.

Maintain current knowledge of and proactively seek new information on security standards and technology encompassing multiple security disciplines.

Adhere to all security policies and requirements for SCI and/or CAP/SAP programs, sub-compartments, or projects and exercises these authorities on behalf of government approval authorities via special appointments.

Ensure all SCI is properly controlled, transmitted, packaged, safeguarded, and properly destroyed. Maintain applicable SCI directives, regulations, manuals, and guidelines to adequately discharge ASSO duties and responsibility.

Collaborate with Information Systems Security Managers, Information System Security Officers, Counterintelligence Officers, Contract Program Security Officers, and others as appropriate to ensure security of SCI, SCIFs, and information systems housed therein.

Participate in audits, assessments, corrective actions, and performance testing of all responsible facilities. Frequently interacts across organizations to include senior level officials from ORNL, DOE, and other companies and government agencies throughout the IC.

Build strong relationships with Facilities and Operations teams to ensure successful completion of security requirements to sustain 100% security safeguards throughout each SCIF.

Basic Qualifications:

BS and eight (8) years of experience. An equivalent combination of education and experience may be considered.

Experience in security, policy, and ACS/IDS (computer science, instruments, knowledge of compliance checks, and an understanding of hardware and software related to alarm systems).

Experience with OPSEC and security disciplines, including information, physical, industrial, foreign disclosure, operations, and personnel.

Program security experience such as a CPSO, SSR, PSO, GSSO, or similar role.

Active TS/SCI clearance.
Preferred Qualifications:
-
Thorough understanding of security principles and federal guidelines.
-
Knowledge of DOE security policies and practices; and understanding of CAP/SAP regulations and policies.

Knowledge of how to develop, implement, and maintain a multi-disciplined security program for complex R&D SCI and CAP/SAP programs.

Conduct destruction of classified materials and maintain all document destruction records.

Provide specialized expertise for all security programs, to include information security, personnel security, physical security, communications security, TEMPEST, and computer security.

Versed in a local inventory process by maintaining document control records, issuing of bar codes, the preparation of materials for transmission and wrapping documents and/or packages for delivery.

Knowledge of DoD security policies and procedures.

Possession of excellent verbal and written communication skills.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
-
Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
