Overview:
We are seeking a Team Lead who will focus on managing field deployed Safety and Health Professionals who are matrixed to Oak Ridge National Laboratory (ORNL) Mission Support organizations. These positions will reside in the Mission Support Safety Services Group within the Safety and Operations Services Division (SOSD) of the Environment, Safety, Health and Quality (ESH&Q) Directorate at ORNL.
As part of this group, the Team Lead will manage a portion of staff in the group while also directly supporting customers. Approximately 50% of time will be dedicated to each role. The Mission Support Safety Services Group provides safety and health professionals to ORNL’s Mission Support Directorates. These directorates represent Facilities and Operations, Business Services, ESH&Q, Human Resources, and Information Technology Services, among others. The group advises customers on a wide array of safety and health issues associated with construction, fabrication, logistics, reactor operations, roads and grounds, legacy hazards (lead, beryllium, asbestos), hoisting and rigging, material handling, fall protection and a multitude of facility-related hazards. The staff who report to the Team Lead are well qualified safety and health professionals with broad backgrounds in industrial hygiene and safety. The Team Leads will be responsible for managing the day-to-day operations of the organization (budget, planning, staffing, recruiting, business plan execution, etc.) while developing the technical and organizational strengths of the group.

Major Duties/Responsibilities:

Provide day-to-day management of matrixed safety and health professionals.

Establish a strong field presence that facilitates regular coaching and mentoring of staff.

Develop and maintain positive customer relationships across ORNL.

Support the Group Leader in executing the division and directorate business plans and objectives.

Basic Qualifications:
-
Position requires a BS degree in public health, safety, industrial hygiene, engineering or related technical field, with a minimum of 8 years of experience in or a Master’s degree with a mnimum of 7 years of experience or an equivalent combination of education and experience.

Excellent oral and written communication skills, interpersonal and influencing skills. Ability to effectively interface with DOE and UT-Battelle management and staff at all levels.

Current DOE security clearance or ability to obtain a clearance.
-
Self-motivated and organizational skills to enable planning, execution, and implementation in a timely manner.

Provide professional health and safety support to all levels of ORNL staff and management.
-
Research, interpret, and develop standards and procedures for compliance with accepted standards and guidelines and advise management on regulatory requirements.

Participate in inspections, assessments and audits.
-
Participate in development and execution of SOSD business plans, budgets, staffing, recruiting, subcontracting and professional development initiatives to attract, develop, motivate and retain highly qualified and diverse staff.

Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.

Continually seek ways to increase operational efficiencies and improve safety culture in support of the ORNL mission and champion initiatives to do so.

Expected to serve in a role in support of the ORNL Emergency Response Cadre.
Preferred Qualifications:
-
Experience directly supervising staff.
-
Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), and/or Certified Hazardous Materials Manager (CHMM) are desired.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
-
Ability to function well in a fast-paced environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
-
Ability to apply safety and health requirements to conduct all work in a safe manner while being cognizant of all other work and schedule drivers.

Demonstrated leadership experience and ability to achieve results through diverse cross-functional teams.
-
Experience in the DOE complex, 10 CFR 851, and expectations around safe conduct of work od DOE sites.

Field implementation of DOE’s Integrated Safety Management (ISM), and DOE’s Worker Safety and Health Program (10 CFR 851).

Strong knowledge of OSHA 1910 and 1926 standards.

Assessment, investigation, and Human and Operational Performance experience is highly desirable.
