The ACSCO will oversee supply chain management - ensuring compliance and efficiency. Serve as deputy to the Facility Chief Supply Chain Officer and help ensure seamless logistics for Veteran care.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: developing - implementing - and evaluating supply chain policies in healthcare or large organizations. Skilled in managing procurement - transportation - inventory - and distribution to ensure timely - cost-effective delivery. Proficient in audits - compliance reviews - and performance analysis to improve processes. Experienced in leading and training logistics staff - coordinating with stakeholders - and supporting strategic planning in senior or deputy management roles. Knowledge - Skills - and Abilities (KSAs): Knowledge of federal regulations - standards - and policies related to supply chain management - procurement - and logistics operations. Ability to develop - implement - and evaluate policies and procedures to improve supply chain efficiency and compliance. Strong analytical skills to interpret operational data - performance metrics - and audit findings to identify areas for improvement. Skill in managing procurement - transportation - inventory - and distribution processes within a healthcare or large organization. Leadership skills to supervise - train - and develop logistics staff - fostering a high-performing team. Ability to coordinate with multiple stakeholders - including clinical staff - administrative personnel - vendors - and other federal agencies - to resolve complex logistics issues. Excellent communication skills to prepare reports - briefings - and recommendations for senior management. Strategic planning and resource management skills to support organizational goals and ensure seamless logistics support for Veteran care.. Duties
- This position serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned
- The primary purpose of this position is to direct - develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist
- As a SCM Team Member - the position collaborates with the Chief Supply Chain Officer (CSCO) - VAMC Senior Management leadership - Veterans Integrated Service Network staff (VISN) - Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area
- Duties include - but may not be limited to the following: - Integration - Resolves or contributes to the resolution of assigned high-priority logistics - supply - distribution - information or service problems through personal action or immediate coordination with required local personnel/activities
- Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning
- Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises
- Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems
- Troubleshoots and resolves issues where supply chain deficiencies affect the mission
- Develops designated supply input for fiscal year and long-range plans and programs - analyzing material for reasonableness - consistency - and validity of various assumptions
- - Analytics - Analyzes the effectiveness of logistics and vendor support services
- Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements
- Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements
- Supports long range supply chain requirements and interactions - optimizing supply chain support
- - Training and Customer Service - Develops logistics and supply chain management training opportunities and customer supply chain systems - programs - support offerings - supplies and services to collaborative partners and customers
- Participates in the development of education and training documentation
- Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support - operational readiness and sustainability
