What You'll Do
The FOM Technical Liaison provides oversight, technical guidance, and improvement support to ensure proper implementation of Safety Basis and Conduct of Operations requirements within Y-12 production facilities.
FOM Technical Support
- Provides comprehensive technical direction to the Director and FOM organization for effectively managing equipment status control and surveillances in accordance with Conduct of Operations and Safety Basis requirements.
- Assumes project leadership for large-scale, cross-organizational initiatives, strategically coordinating resources and managing diverse interfaces to achieve project objectives.
- Collaborates with Operations Managers to develop strategies to ensure organizational needs are met, specifically focusing on enhancing operational processes and performance tracking in a safety-critical environment.
- Presenting technical briefings or presentations, as required, that describe and explain approved facility operations and compliance implementation methods.
- Provides backup and supplementary support to Shift Technical Advisors and Operations Managers when operational demands dictate (e.g., conduct qualified reviews of facility work packages, configuration changes, surveillances, round sheets, conduct safeguards and security screening evaluations, etc.).
- Lead initiatives to achieve surveillance implementation consistency within FOM facilities.
- Support initiatives pertaining to Conduct of Operations for the FOM Organization.
- Support development and delivery of trainings for the FOM organization.
- Additional tasks or roles as the FOM Director requires.
General Support for Data Systems
- Serve as the technical liaison between the FOM organization and FMES IS&S developers to drive improvements to FOM-related modules of FMES (i.e., Status Boards, GoBoards, etc.).
- Strategically collect and vet improvement ideas for FOM-related modules of FMES from Operation Managers.
- Test new FOM-related module improvements within the QA environment of FMES.
- Develop desktop instructions, demonstrations, and training to standardize FMES utilization across the FOM organization.
- Engage Tableau developers in Site Integration to facilitate the development of dashboard tools.
Accountabilities
- To the Director, Facility Operations Management, and Production for the effective implementation of Safety Basis and Conduct of Operations requirements within production facilities.
- To the FOM staff for sustainment and improvement of systems that support Safety Basis and Conduct of requirements within production facilities.

Minimum Job Requirements
- Bachelor's degree: Minimum 7 years of relevant experience.
- OR Master's degree: Minimum 6 years of relevant experience.
- OR PhD: Minimum 3 years of relevant experience.
- In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).
- Willingness to access Y-12 production areas as needed.
Preferred Job Requirements
- Relevant work experience in the areas involving Safety Basis and Conduct of Operations requirements is required.
- Relevant experience in resolution of multi-function or multi-process problems within a production environment.
- Production facility experience at Y-12.
- Ability to explain data insights to both technical and non-technical audiences.
- Ability to collaborate across groups and organizations to achieve organizational goals.
- Knowledge of integrated work (i.e., maintenance) control processes at Y-12.
- Self-starting individual that can exercise sound judgement while dealing with competing priorities.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
