MTSI is seeking to hire a
Senior Foreign Military Sales (FMS) Analyst to provide advanced program, financial, and logistics support to Army PAE M&S Programs. This role leads case development, execution, tracking, and compliance efforts, ensuring partner nations receive defense articles, training, and services that meet cost, schedule, and performance objectives. The Senior Analyst collaborates with government stakeholders, international partners, engineering teams, and functional organizations to support strategic global security cooperation initiatives.
Key Responsibilities
- Lead development, execution, and management of FMS cases, including Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), and Amendments/Modifications
- Manage case financials, including funding profiles, commitment/expenditure tracking, and reconciliation across multiple financial systems
- Develop and maintain case documentation, milestone schedules, delivery plans, and program status reports
- Coordinate with engineering, logistics, contracting, finance, and supply chain teams to ensure case requirements are met
- Track acquisition activities such as contracting actions, production schedules, and delivery timelines
- Support international customer engagement by preparing briefs, status updates, and technical presentations
- Monitor transportation, export compliance, logistics requirements, and shipment documentation for defense articles
- Analyze program risks, schedule variances, and financial performance; provide mitigation recommendations
- Coordinate with Security Assistance Management Manual (SAMM) guidance and ensure compliance with DSCA, DoD, and applicable international regulations
- Serve as primary point of contact for U.S. Government customers, foreign partners, and industry teams
- Mentor junior analysts and provide subject‑matter expertise on FMS processes, regulations, and system tools
Required Qualifications
- US Citizenship and an Active Secret Clearance (or ability to obtain and maintain)
- Bachelor’s degree in Business, International Relations, Logistics, Finance, Engineering, or related field
- 7+ years of experience supporting FMS, Security Assistance, or Defense Acquisition programs
- Experience supporting Army PEO Missiles & Space, PEO Aviation, Air Force International Affairs, or Navy International Programs
- Strong understanding of FMS case lifecycle, SAMM policies, and DSCA processes
- Proficiency with FMS and financial systems such as DSAMS, CISIL, SCIP, and MISIL
- Experience analyzing program cost, schedule, and performance data
- Excellent communication, briefing, and stakeholder coordination skills
- Ability to interface with diverse international customers and multi-functional teams
Preferred Qualifications
- Master’s degree in a related discipline
- DAWIA certification in Program Management, Business/Cost, or Life Cycle Logistics
- Experience with contracting, production planning, or logistics/supply chain management
- Background working directly with partner nations or attending international program reviews
