What You'll Do
A Transportation Safety Professional is needed to systematically improve traffic safety and compliance through inspection, analysis, application, verification and enforcement. The Y-12 National Security Complex has 6 signalized intersections and traffic volume similar to an urban city center with pedestrian, personal, government and commercial motor vehicle interaction. The ES&H Transportation Safety department is the owner of the Y-12 Motor Vehicle Safety program consisting of 4 directives: work zone planning, infrastructure improvements, enforcement and investigation, and commercial motor carrier compliance. At Y-12, it is a life critical work requirement to eliminate or control vehicle, equipment and personnel interface.
The Transportation Safety Professional will lead change control by stakeholder coordination and hazard mitigation t hrough the established Automated Road Closure Outage Request system and chart approved temporary road closures through the YAMS Real-Time Mapping System. They typically perform weekly inspections enforcing driver behavior, verifying temporary traffic control changes, assess effectiveness of existing traffic calming techniques or facilitate new traffic calming techniques. They may be needed to provide planning and compliance support for our commercial motor vehicle business pertaining to planning, inspection and application of overdimensional shipment requirements. The Transportation Safety Professional will verify pedestrian safety and compliant parking including ADA.

Minimum Job Requirements
- Bachelor's degree: Minimum 2 years of relevant experience.
- OR Master's degree: Minimum 1 year of relevant experience.
- OR Ten or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- 7 years or more experience in a variety of roles providing traffic operations safety and compliance support, design and technical knowledge of requirements and regulations associated with the Federal Highway Administration, United States and Tennessee Department of Transportation, or a related municipality service.
- Attention to detail and assertive in requiring compliance to such regulations.
- Communicates clearly and timely without intimidation or hostility any findings required for improvement.
- Inspection, design or enforcement experience of Manual of Uniform Traffic Control Device requirements and Federal Motor Carrier Safety Regulations.
- Experience entering inspection reports and tracking and resolving deficiencies.
- A significant track record of successfully performing technical functions related to transportation compliance verification.
- IMSA Certified or Certified Traffic Operations Engineer is preferred.
- Specialized knowledge of the DOE / NNSA Integrated Safety Management System, CFR 851, OSHA, FMCSA and FHA requirements.
- Certifications related to Traffic Operations and Commercial Motor Vehicle Compliance including signal timing, AASHTO, MUTCD, CVSA or TTAP course work.
- Previous leadership role supporting municipality traffic operations including oversize shipments.
