Overview
The Program Analyst supports the Laboratory’s records management program by leading and participating in records-related projects with a strong emphasis on electronic records, information systems, and process improvement. This role focuses on modern records practices, including electronic records management systems, digitization initiatives, system integrations, and emerging technologies such as automation and artificial intelligence. The analyst works across Laboratory organizations to improve how records are created, managed, protected, and dispositioned in an increasingly digital environment while ensuring compliance with internal practices and external regulatory obligations.
Major Duties/Responsibilities
Records Projects & Program Support
- Leads and supports records-related projects across the Laboratory, including electronic records initiatives, digitization efforts, system enhancements, and process improvement activities.
- Coordinates records components of lab-wide initiatives and working groups where records management is impacted.
- Assists with planning, tracking, and documenting records projects, ensuring milestones, risks, and outcomes are clearly communicated.
- Collaborates with IT, legal, and other cross-functional subject matter experts (SMEs) and operational stakeholders to integrate records requirements into systems and workflows.
Electronic Records & Systems
- Supports the implementation, use, and continuous improvement of electronic records and document management systems.
- Assists with system testing, configuration, and evaluation related to records functionality and usability.
- Evaluates records processes for opportunities to streamline, automate, or improve efficiency using technology.
- Demonstrate proficiency working in electronic environments and adaptability to new systems, tools, and platforms.
Records Management & Compliance
- Analyzes records to determine appropriate classification, retention, and disposition requirements.
- Assists with records scheduling activities, including gathering record information, coordinating with subject matter experts, and updating records schedules and supporting documentation to ensure compliance with requirements.
- Supports assessments, reviews, and audits related to records management and tracks assigned actions or commitments.
- Provides guidance to Laboratory organizations on records requirements, electronic records best practices, and proper use of records systems.
Process Improvement & Innovation
- Reviews current records processes and recommends improvements aligned with electronic records best practices.
- Supports pilot efforts and exploration of emerging tools, including artificial intelligence, automation, and data analysis, to improve records management outcomes.
- Develops procedures, job aids, and guidance that support modern, electronic records workflows.
Collaboration & Engagement
- Engages with Laboratory organizations as a records SME, providing consultation and support for records-related questions and initiatives.
- Participates in lab-wide working groups, committees, and meetings where records management input is required.
- Maintains effective working relationships with internal customers, peers, vendors, and management.
Basic Qualifications
- Bachelor’s degree in Information Management, Business Administration, or a related field. Minimum of five years of position-relevant experience, or an equivalent combination of education and experience.
- Experience supporting or participating in projects.
Preferred Qualifications
- Experience working with electronic records systems or information technology environments.
- Formal project management experience.
- Recognized industry certification in records management, information governance, change management, or project management.
- Working knowledge of records management principles, retention, and compliance requirements.
- Strong aptitude for computer systems, electronic tools, and digital workflows.
- Ability to learn and adapt to new technologies, including AI-enabled tools used to support records and information management.
- Analytical and problem-solving skills, with an interest in improving processes and systems.
- Strong written and verbal communication skills.
- Ability to work independently on assigned tasks while collaborating effectively on team-based projects.
- Comfortable engaging with stakeholders across organizational and technical boundaries.
