What You'll Do
- Partners with senior leaders within IS&S and at the mission level to develop and deliver key strategic initiatives aligned with mission priorities.
- Leads the effort to deliver IS&S capabilities in support of capital and line-item projects, including contracts review and issue escalation and resolution.
- Develops a strategic plan to continuously improve IS&S engagement and delivery in support of business goals.
- Interfaces with program stakeholders to define and prioritize business needs and translate those into technical projects to achieve the business goals.
- Responsible for the overall direction, coordination, implementation, execution, control and completion of a portfolio of interdependent strategic IT projects ensuring consistency with and adherence to company strategies, policies, processes, methodologies, commitments and goals.
- Leads complex IT projects through the full project life-cycle to include project initiation, project planning, project execution, project monitoring, and project closure to successfully deliver assigned projects within agreed upon constraints (e.g., scope, schedule, labor cost, and quality).
- Develops and executes within full scale project execution plans to include deliverables, goals, milestones, resource loading, and cost; manages the project budget, and project resources.
- Directs and utilizes project managers to ensure successful delivery of all projects within the program within the agreed upon constraints (e.g., scope, schedule, labor cost, and quality).
- Manages an overall program risk register and escalates risks and issues to executive leadership promptly when needed.
- Briefs executive leadership weekly and/or monthly on project activities, cost, schedule, status, risk, and overall performance. Communicates in business terms appropriate to the audience.
- Ensures effective communications exists with and among projects for which he/she is responsible. Ensures all project managers and teams are aware of the goals of the overall program.
- Exercises initiative and independent judgment and discretion under limited supervision
- Directs and utilizes project team resources
- Participates with project teams, peers, and management to resolve resource conflicts, priorities, and project issues.
- Develops and maintains project and/or technical documentation, per procedures; and ensures completeness and accuracy.
- Participates in departmental management processes such as planning, budgeting, and scheduling.
- Participates and/or develops procurement deliverables (e.g., statements of work, bills of material) for external services and materials.
- Some travel may be required

Minimum Job Requirements
- Bachelor's degree in engineering/science/information technology discipline: Minimum 12 years of relevant experience.
- OR Master's degree in engineering/science/information technology discipline: Minimum 10 years of relevant experience.
- PhD: Minimum 7 years relevant experience.
One or more of the following certifications:
- Project Management Institute (PMI) Project Management Professional (PMP)
- PMI Program Management Professional (PgMP)
- PMI Portfolio Management Professional (PfMP)
- Scaled Agile Framework (SAFe) Leading SAFe Agilist
- SAFe Program Consultant (SPC)
- SAFe Lean Portfolio Manager (LPM)
- Demonstrated experience working with business leaders and technical personnel to determine strategic solutions
- Proficiency with Microsoft Project and/or Primavera (P6) or equivalent tool
- Past experience in delivering technology services to large-scale capital and/or construction projects
- Ability to work independently and to work effectively as part of a group with diverse backgrounds and skills
- Strong interpersonal communication skills, time management skills, organizational skills, and oral and written skills
- Excellent understanding of risk management, risk mitigation and contingency planning
Preferred Job Requirements
- Scrum Master Certification preferred
- Agile Project Management Certification preferred
- ITIL Foundations Certification preferred
- ServiceNow experience with Agile Development and Project modules preferred
- Highly-motivated with proven ability to develop, lead, and manage multiple concurrent and complex IT-related infrastructure, cybersecurity, and/or application development projects in a fast paced, demanding business environment on time and within budget
- Ability to maintain focus on the business goals of a technical project.
- Knowledge and understanding of project management best practices and processes such as those of the Project Management Institute (PMI)
- Knowledge and understanding of project lifecycle management and software development life cycle
- IT project leadership skills focused on control of the classic triple constraints of time, cost, and quality
- Ability to manage and direct the activities of multi-disciplinary teams consisting of IT technical personnel, functional personnel, and interfaces with internal and external customers, including management and stakeholders
- Ability to logically and systematically evaluate project and process problems to determine appropriate solutions
- Experience in conflict resolution with individuals or a team
- Experience serving as a Scrum Master is desired
- Experience executing agile projects is desired
