Job Description
Savannah River National Laboratory is seeking a Senior Information Technology Manager that will lead the Cyber Security and Information Management Operations teams. These teams develop and manage security plans, policies, and procedures; implement security measures to protect computer systems, networks, and data; provide advanced security monitoring of the systems and the network; and provide Cyber Security Engineering functions and services. They also oversee the SRNL records management program and associated functions. This position is expected to understand the NIST Risk Management Framework (RMF), Department of Energy (DOE) and National Nuclear Security Administration (NNSA) cyber policies and directives, and the various supporting elements.
Responsibilities
- Provide leadership to Team Leads and professional staff with responsibility for the performance and results of multiple, related teams.
- Manage resources and budget.
- Establish high standards, seek continuous improvement, and establish a culture of quality while creating the productive, positive work environment that enables the success of each team member.
- Develop organizational plans, including business production, and organizational priorities.
- Apply knowledge of key business drivers and understanding of the factors that maximize organization performance.
- Teams will consist primarily of technical personnel providing information assurance, system engineering, server and desktop management, Oracle ERP, software development, application, and database support services for SRNL systems.
- Set organizational priorities and allocate resources to align with and support business objectives.
- Identify and solve complex organizational and operational problems, leveraging the appropriate resources within or outside the organization.
- Recruit and hire personnel at different levels of experience to meet growing needs as SRNL expands.
- Manage resources and execute tasks against project plans to maintain work scope and deliver commitments on schedule.
- Excellent communications skills are required. Interface with internal and external customers on technical issues, scopes of work, identifying requirements, setting priorities, and communicating progress.
- External customers and collaboration partners may be other DOE/NNSA sites/labs, academic institutions, or commercial industries.
- Interface with peers and upper management to proactively identify risks or potential bottlenecks and report progress.
- Ensure policy and procedure compliance. Set technical strategy working with technical team(s).
- Document and contribute to the SRNL CIO organizational roadmap and ensure resources align to priorities.
- Analyze departmental needs, identify vulnerabilities, and boost productivity, efficiency, and accuracy to inform business decisions.
- Prepare cost-benefit analyses when upgrades are necessary and monitor vendors to ensure they’re offering best-possible service and value for business needs.
Qualifications
Minimum Qualifications:
- Bachelor’s degree or higher in a computer-related field such as computer science, information technology, information systems, or similar and 5+ years of relevant experience.
- Work experience should include prior leadership and management positions.
- Ability to interact with internal and external customers and maintain effective relationships with DOE and NNSA Federal partners.
- Operational and technical leadership, strategic planning, management oversight, relationship building, decision making, and strong verbal and written communications.
- Demonstrated success in effective delegation, mentoring, and empowerment of direct reports and others.
- Strong level of knowledge of NIST Risk Management Framework (RMF).
- Advanced leadership and conflict management skills.
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
Preferred Qualifications
- Current DOE Q or TS/SCI clearance is desirable.
- Familiarity with secure IT and cyber security operations; knowledge of National Security Systems operating, and technical requirements is desirable.
