Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a
Junior Project Controls and join our team located in Carlsbad, New Mexico.
Responsibilities
This is an entry level position, and training will be offered to successful candidates. A successful Project Controls Engineer will collaborate with their lead/supervisor to perform cost/schedule engineering activities and/or implementing change control, risk management and reporting work processes. All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and SIMCO’s corporate requirements. The successful candidate will also have an organized approach to completing their work, automation skills, and/or Business Intelligence Analytics, and will require frequent interaction with other members of the project team to develop solutions to execution challenges.
This is a full-time position, initially located in the project offices in the Skeen Whitlock Building in Carlsbad, NM. Occasional visits to the WIPP Project site and/or permanent assignment to a field position located at the site are also possible.
- Understand the project scope, schedule, and cost objectives and work with assigned department(s) to develop and implement a plan for successful execution.
- Perform cost engineering, change control, risk management, and/or reporting activities in coordination with other members of the Project Controls team that require a moderate level of technical skill and experience.
- Conduct cost control and performance analysis activities, as well as basic cost estimating tasks related to the assigned scope.
- Actively participate in project risk management and change control processes, as needed.
- Prepare performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
- Collaborate with other project team members to identify, analyze, and provide innovative solutions to cost engineering and planning/scheduling challenges.
- Complete all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, cost processor, and associated software tools.
Duties
Assist In
Cost Analysis & Control:
- Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports.
- Performs performance monitoring and control functions for specific applications.
- Performs cost data analysis and development for monthly Engineering Production reviews, monthly variance analysis for Control Account Managers, and monthly reporting to DOE of engineering cost/schedule variances.
- Prepares cost backup for change control trends/baseline change proposals using Cobra cost processor software.
- Provides charge coding direction and prepares estimated actuals for engineering other direct cost subcontracts.
- Understands and supports Earned Value Management Systems (EVMS) program compliance.
- Coordinates quantity estimates for trends/baseline change proposals.
- Assists in developing specific project control accounts and recommends appropriate modifications and revisions including training in the proper use and definitions for the cost accounts.
- Develop ad hoc reports and scenarios to support program objectives.
- Coordinate changes to project baseline cost and schedule documents.
- Analyze a variety of cost and schedule information and resolve related problems.
- Meet with on-site technical experts, review existing documentation, and interface with personnel to gain the specific information needed to establish, status and analyze project schedules.
- Good communication skills to extract/convey information and hold critical conversations.
- Other duties as assigned.
Scheduling
Assist in:
- Day to day utilization of Primavera P6 to perform schedule development and schedule studies within a network environment.
- Develop ad hoc reports and scenarios to support program objectives.
- Analyze schedule data for baseline change control, variance analysis, horizontal and vertical coordination, and integration of schedule logic.
- Align baseline activities with daily implementation activities.
- Coordinate changes to project baseline cost and schedule documents.
- Analyze a variety of cost and schedule information and resolve related problems.
- Meet with on-site technical experts, review existing documentation, and interface with personnel to gain the specific information needed to establish, status and analyze project schedules.
- Good communication skills to extract/convey information and hold critical conversations.
- Other duties as assigned.
Minimum Requirements

- Associate’s degree with two (2) years of professional experience, or
- High School Diploma or Equivalency with four (4) years of professional experience is required.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Preferred Requirements
- Bachelor's degree
- WIPP or DOE experience
- Previous scheduling experience using Primavera P6 or MS Project
- Previous cost experience using Deltek Cobra
- Previous experience on a DOE/DOD EVMS Project, in particular within the Project Controls Function

Non-exempt grade level(s) 24-26. Minimum salary $53,509 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
