Job Description
Savannah River National Laboratory (SRNL) seeks to hire a seeks to hire a Prime Contract Manager to administer the Battelle Savannah River Alliance, LLC (BSRA) prime contract with the Department of Energy (DOE).
The Prime Contract Manager acts as the primary point of contact with the Cognizant Federal Agency Official for the Management and Operations contract for SRNL. In this capacity, the incumbent will interface with the DOE, DOE Savannah River Operations Office (DOE SR) Contracting Officer, and National Nuclear Safety Administration (NNSA) Contracting Officer on a regular basis and provide advice and counsel to all the SRNL organizations concerning the interpretation of the SRNL prime contract. The Prime Contract Administrator is tasked with numerous responsibilities in carrying out the mission of administering the prime contract with DOE.
Responsibilities
- Responsible for administration of the BSRA prime contract with DOE, including negotiating and administrating modifications to the prime contract, prime contract interpretation, issues resolution, and allowable cost determinations.
- Serves as focal point with DOE SR for prime contract activities.
- Maintains good relations and open communication with the DOE COs and Contracting Officer’s Representative (COR) and conduct regular meetings with DOE COs, clarifying DOE expectations, and ensuring BSRA compliance with DOE expectations and requirements. Serves as BSRA relationship manager with DOE, NNSA, and other external contractor officers.
- Drafts, coordinates, reviews, and approves contract-related formal correspondence with the DOE CO.
- Coordinates with and supports Requirement Management on impact assessment responses, implementation plans, and Requirements Change Notices.
- Provides analysis of new or proposed changes to existing DOE Directives, Executive Orders, contract clauses, acquisition letters, FAR and DEAR clauses, and other regulations, laws, policies, or guidance documents affecting operation of SRNL and the prime contract.
- Maintains the official conformed version of the prime contract and ensures it is promptly updated as modifications are issued.
- Provides key support to the Lab Director’s Office for contract renegotiation by performing analysis of existing and proposed contract changes, fee calculations, and advance negotiation with DOE CO on terms and conditions.
- Submits proposals for research staff in portals such as grants.gov and NSPIRES and provides advice and assistance to researchers and the strategic partnership administration staff on proposal submittal, eligibility, and compliance with FFRDC restrictions.
- Manages the BSRA System for Award Management (SAM) account and updates the registration annually.
- Interfaces with internal and external auditors regarding contractual matters including the allowability of questioned costs. Provides support to the BSRA Director of Accounting on cost allowability as required.
- Makes determinations on reimbursement requests for contaminated or damaged personal property.
- Acts as an authorized official representative of BSRA and makes certifications and representations as required as part of proposal submittals and subrecipient requirements.
- Approves professional and company memberships and memberships in technical associations.
- Approves operational directives for expenditures of royalty funds.
- Approves exceptions to SRNL relocation policy.
Work Direction And Interfaces
- Reports to the Chief Financial Officer.
- Includes interface and interaction with internal and external customers as needed.
- Provides advice and guidance to SRNL staff at all levels on all associated matters.
Qualifications
Minimum Qualifications:
- Bachelor’s degree in business administration or other relevant discipline
- Minimum of 15 years of experience in increasingly complex federal contracting, contract management/negotiation activities, procurement or other related programs, or an equivalent combination of education and progressive relevant experience.
- Minimum of 5 years of management experience
- Ability to obtain and maintain a security clearance, US Citizenship is Legally Required
Preferred Qualifications
- Master’s degree in business administration or other relevant discipline
- Experience as a contracting officer or other position working with DOE or other Federal contracting officers that required a broad-based understanding of government regulations and commercial contracting practices
- Training and experience with the FAR and DEAR as well as government contracts
- Working knowledge of accounting and auditing principles, contract law, ethics and finance.
- Strong written, verbal, and advanced interpersonal and communication skills
- Demonstrated experience working across multiple divisions and managing different expectations
- Proven ability to work as a team member in a collaborative environment
- Exceptional leadership, management, and planning skills as well as strong client interface abilities
- Strong organizational skills and detail orientation
- Ability to work independently in a timely and accurate manner
- Self-motivated and self-directed
