Edgewater Technical Associates is seeking qualified candidates for a
Nuclear Safety Support Specialist opportunity in
Oak Ridge, TN, at the
Y-12 National Security Complex.
Work Schedule: Part-Time
Work Arrangement: On-site work in Oak Ridge is preferred.
Clearance: Active DOE L or Q (or DOD Secret or Top-Secret) security clearance preferred. Uncleared candidates must be able to obtain and maintain a DOE security clearance. HRP clearance required.
Citizenship: United States Citizenship required.
Responsibilities
Nuclear safety specialist with experience in diverse nuclear safety issues at DOE nuclear facilities and within the NNSA complex, including nuclear criticality safety. Experience in investigation and/or resolution of nuclear safety issues. A strategic and analytical thinker with experience and demonstrated success in coordination, review, and assessment for improving nuclear safety organizational performance. Completion of tasks will require the technical expertise of an SME having experience in the review of DOE nuclear facility operations, demonstrated success in problem solving and causal analysis, and demonstrated ability in the formulation of operational and/or organizational improvements that have been successfully implemented. This work will require interfacing with nuclear facility production and operating organizations as well as supporting organizations.
The Scope Includes The Following Tasks
- Task 1: Meeting attendance and preparation. The NCSC support subcontractor is responsible for preparing the NCSC agenda in advance of (at least one week prior to) the NCSC meeting and transmitting it. The subcontractor individual shall attend the NCSC meeting and shall prepare the minutes of the meetings and document any additional comments and/or observations. The subcontractor individual may be expected to provide guidance to presenters and lead subgroups as requested by the NCSC on special issues.
- Task 2: Independent reviews and/or assessments. The NCSC support subcontractor shall coordinate/perform independent reviews and/or assessments of nuclear facility operations including but not limited to review of policies, performance trends, program management, and quality of evaluations; and develop operational/organizational improvements and solutions and/or corrective actions, as requested. These activities may require event and/or causal analysis.
- Task 3: Facility tours. The NCSC support subcontractor shall coordinate and participate in escorted tours of nuclear facilities when requested. The NCSC support subcontractor shall prepare a brief report of observations, as requested.
- Task 4: The NCSC support subcontractor shall prepare monthly summaries of NCS related highlights (YFO, DNFSB, LL, Y-12 issues, etc.), to include presentations relating to status, highlights, and issues for NCSC.
- Task 5: Training. The NCSC support subcontractor shall develop and deliver specialized training on topics pertaining to nuclear safety, as requested. Training activities may include the preparation of slide presentations and lesson plans.
- Task 6: Preliminary Draft Annual Report. The NCSC support subcontractor shall develop and coordinate a preliminary draft of the NCSC annual report as outlined in the NCSC charter. Topics for the report are expected to include but are not limited to, concerns from program trend indicators and assessments, performance and interrelationships of organizations, quality of criticality safety evaluations, NCS staffing levels and independence from line organizations, and NCS staff qualifications. Content shall cover information from the first 3 quarters of Calendar year 2025. Draft shall have concurrence from STR/Manager for format, structure, and general topical content.
Requirements
Bachelor degree (engineering preferred) plus 10 to 14 years of experience or
MA/MS degree (engineering preferred) with 10 to 13 years of experience in diverse nuclear safety issues at DOE nuclear facilities and within the NNSA complex, including nuclear criticality safety.
