Overview:
The Quality Assurance Division at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Software Quality Assurance (SQA) Technical Program Manager. This role is responsible for delivering support services by proactively implementing Laboratory policies, procedures, quality tools, and methodologies within line organizations. The goal is to meet customer requirements and ensure reliable, effective outcomes in support of their mission. The primary focus of this position is software quality assurance.

Major Duties/Responsibilities:

Assist with walk-downs at various laboratory locations.

Serve as the principal Software Quality Assurance (SQA) subject matter expert for ORNL.

Collaborate with the Information Technology Services Division (ITSD) to jointly implement, manage, and improve ORNL’s SQA program.

Review and interpret sponsors’ SQA requirements, guidelines, and applicable standards to establish and continuously enhance the lab-wide SQA program.

Partner with other laboratories and institutions to interpret stakeholder requirements and standardize institutional implementations.

Benchmark best-practice SQA programs to inform and improve ORNL’s program.

Lead or participate in assessments to ensure ORNL organizations comply with SQA requirements documented in the Standards-Based Management System (SBMS).

Assist with oversight assessments and activities at other DOE sites, national laboratories, and similar organizations as needed.

Provide training to software owners, development/acquisition teams, and organizational SQA Points of Contact (POCs) to ensure they are equipped to fulfill SQA responsibilities.

Support software owners and their organizations in determining appropriate quality requirements for software applications using a graded approach.

Develop and implement metrics to monitor program health and progress toward milestones and goals that support mission accomplishment.

Ensure SQA requirements are properly flowed down to subcontractors and that subcontractors effectively implement them.

Participate as an active member of the QA functional team and support other work activities and improvement initiatives as requested.
Basic Qualifications:
-
BS degree in a science, engineering, business, technical or related discipline.

A minimum of 8 years of experience in quality, including information management and issues management.

A working knowledge of recognized Quality Standards such as NQA-1, ISO 9001, cGMP and quality concepts.
Preferred Qualifications:
-
A minimum of five years of software quality assurance (SQA) experience, preferably in a leadership role.

Proven ability to develop and maintain strong customer relationships and professional networks.

Excellent verbal, interpersonal, and written communication skills, with adaptability to changing priorities.
-
Motivated self-starter capable of working independently and contributing creatively within collaborative teams across the laboratory.
-
Strong data analysis skills, with the ability to synthesize information, identify key insights, and draw conclusions from both quantitative and qualitative data.

Familiarity with management system hierarchies and processes.
-
Experience in data collection and analysis across multiple laboratory data streams.
-
Ability to work independently or collaboratively, exercising sound judgment and responsibility.

Excellent time management and organizational skills to ensure timely completion of deliverables.

Proven flexibility in responding promptly to requests for information or action.
-
Proficiency with software tools such as MS Access, Word, Excel, Visio, PowerPoint, and SharePoint.

Ability to effectively engage with management and staff at all organizational levels.

Experience working in fast-paced research environments, prioritizing tasks, and meeting deadlines amid evolving needs.

Experience as a critique facilitator and root cause analyst, and ability to obtain qualifications as an ORNL Critique Facilitator and Root Cause Analyst.
Special Requirements:

Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
