Pay Range
$111,600 - $136,656 Annually for the J02.3 Level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description
We have an opening for an Export Control Advisor for the Office of Classification and Export Control (OCEC) program. You will be focused on analyzing and interpreting federal Export Control regulations as they apply to LLNL controlled information policies and procedures. You will function as an Export Control subject matter expert. You will provide technical guidance to LLNL professional, technical, administrative, and business operations personnel on diverse and multi-faceted Export Control issues with limited direction, to include foreign national interactions, and the potential transfer of LLNL hardware, software, and technology. You will interact with sponsor and subcontractor organizations and at least five federal agencies, including the Department of Energy (DOE), the Department of Commerce (DOC), the Department of State (DOS), the Nuclear Regulatory Commission (NRC) and the National Nuclear Security Administration (NNSA). The position is in the Strategic Deterrence (SD) Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.
In this role, you will
- Analyze, interpret, and apply U.S. Export Regulations spanning multiple jurisdictions in a manner that reflects an in-depth understanding of LLNL program activities.
- Contribute to the development of LLNL export-controlled information policies and procedures.
- Assign export classifications to hardware, software, and technology in accordance with U.S Export Regulations.
- Review technical and programmatic documents and presentations and provide advice and assistance to laboratory personnel on a range of export control topics.
- Validate, confirm Laboratory programs and personnel follow Laboratory and Federal Export Control policies, procedures, and regulations.
- Contribute to the identification and control of the Laboratory’s emerging scientific and technological developments based on applicable Export Control guidance.
- Participate in conducting internal compliance audits on a periodic basis and provide recommendations for improvement and risk mitigation.
- Develop export presentation and training materials for a diverse range of audiences.
- Perform all assignments in accordance with Environmental Safety & Health, Security and Business Practice requirements and policies.
- Incidental travel in support of the Export Control mission, credentials.
- On-site availability in alignment with LLNL policies.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in a related field or equivalent combination of education and related experience.
- Strong working knowledge of the U.S. Export Administration Regulations (EAR), and International Traffic in Arms Regulations (ITAR) required.
- Experience interpreting and applying Federal and local Orders, laws, and regulations to develop and implement the Atomic Energy Act and Executive Order policies and procedures.
- Competency in exercising sound judgment in considering conflicts between missions, goals, and export control constraints.
- Excellent oral presentation and written communication skills
- Aerospace, defense, electronics or science industry prior experience a plus, especially when assessing technology characteristics, functionality, and end use to determine appropriate export classifications and controls.
- Demonstrated interpersonal skills, teamwork, tact necessary to work effectively in a diverse team environment, respectful of the Laboratory’s mission and values.
- Experience building and supporting Export Control compliance programs, with the ability to effectively work cross-functionally.
- Demonstrated ability to work both independently and as part of a team towards specific objectives.
- Ability to analyze and solve issues and successfully implement solutions.
- Demonstrated diplomacy in dealing with customers who have conflicting interests and opinions.
- Self-motivated, self-starter with a commitment to performing duties and assignments on a tight schedule.
Qualifications We Desire
- Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at time of hire.
- Experience with Harmonized Tariff System (HTS) classification / Schedule B code assignment.
- Working knowledge of Foreign Trade Regulations, specifically AES/EEI filings.
- Advanced Excel, Microsoft Word, Sharepoint, and Power Point skills.
- Licensed Customs Broker (LCB), Certified Export Compliance Officer (CUSECO) Certificate, or Certified Export Specialist (CES) highly desired.
- Knowledge of national security issues related to proliferation.
- Knowledge of laboratory missions, programs, and priorities will help the candidate to anticipate future export control protection.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
Pre-Employment Drug Test

Sensitive Compartmented Information Facilities require separate approval.
