Job Description
Savannah River National Laboratory is seeking an Engineering Director/Chief Engineer. This individual will provide overall senior leadership and programmatic direction for SRNL facility and project engineering functions and activities. This role will encompass engineering technical guidance and oversight for maintenance and operation of greater than $1 billion of existing nuclear and non-nuclear facilities and equipment; design for facility modifications/upgrades and new projects; maintain the nuclear facility and laboratory operations safety basis; and ensure compliance with applicable DOE Orders, nuclear industry codes/standards, and Conduct of Operations.
The Engineering Director/Chief Engineer will support the Director of Operations & Facilities (O&F) in the management and strategic direction of the Operations & Facilities organization.
Responsibilities
- Ensures that all staff have the technical expertise in their fields of specialization to resolve the complex challenges of operating and maintaining aging facilities and infrastructure.
- Responsible for ensuring full integration of Disciplined Conduct of Engineering principles and other project improvement initiatives into all SRNL project related activities.
- Provide SRNL integration sponsorship/support for the facility and project engineering staff in the development of out-year infrastructure and site support project related plans. Ensures project related scopes utilize cost effective concepts and balance facility resource requirements utilizing a risk-based graded approach between nuclear and non-nuclear facilities and laboratories.
- Support the development of O&F and SRNL Strategic Plans to assure that adequate facilities and staffing are provided for new SRNL programs or new regulatory requirements by initiating and participating in long range planning for laboratory facilities utilization. Interact with senior SRNL management, customers, DOE senior management, DNFSB, and support organizations in the development and implementation of the strategies.
- Directs the planning and management of personnel and capital resources to ensure that SRNL needs are adequately identified and forecasted for new facility programs/projects.
- Develops Engineering organizational talent with proper customer and staff orientation; monitors personnel, programmatic and technological performance and progress; plans and establishes strategic direction with peers and senior management.
- Manages customer relations with the Department of Energy through direct interaction with DOE management. Maintains positive open channels of communication with DOE. Communicates with DOE management on the SRNL and O&F challenges in addition to accomplishments in all areas of responsibility in a fee positive manner.
- Identify and designate Design Authority Engineers across SRNL.
- Serve on teams, investigations, and other initiatives as assigned by senior management.
Qualifications
Minimum Qualifications:
- Bachelor degree in Engineering, Chemistry, or related technical degree with 20 years of experience.
- Progressively responsible engineering experience in positions of increasing management responsibility in engineering, operations, project management, or facility management positions.
- Experience in at least five key areas of business/engineering responsibility, i.e. Engineering, Operations, Technical, Regulatory Interface, and Project Management preferred.
- In-depth knowledge of DOE Orders and standards, Nuclear and non-nuclear Industry Codes and Standards, Conduct of Operations, Environmental and OSHA Regulations, and commercial industry practices.
- Broad knowledge of scientific, engineering, and nuclear process principles. Good knowledge and observable application of organizational effectiveness principles and techniques, financial management and other business systems with a strong emphasis on leadership.
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
Preferred Qualifications
- In-depth knowledge of DOE Orders, nuclear and non-nuclear industry codes/standards, and Conduct of Operations.
