Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities
The Human Resources Specialist II is responsible for overseeing Craft full-time hiring needs for MSTS. The Human Resources Specialist II will evaluate applicant documents, reach out to potential candidates to schedule and facilitate interviews, and make recommendations to the hiring managers. The Human Resources Specialist II must have excellent knowledge of human resources disciplines, follow policies and procedures while hiring candidates, and assist them during onboarding. This position reports to the Talent Acquisition Manager.
Key Responsibilities
- Oversees all stages of the employee acquisition process for Craft open requisitions.
- Screen candidates for applicable background and skills.
- Provide applicants with pre-employment information regarding job requirements, location, salary/wages, benefits, allowances and employment policies in line with Collective Bargaining agreements.
- Liaise with Onboarding Specialist to ensure a smooth transition from pre-employment activities to New Hire Orientation and onboarding.
- Attend and participate in recurring MSTS internal and external meetings, as appropriate.
- Updates existing policies and procedures to increase efficacy and streamline operations.
- Provide feedback to Talent Acquisition Manager and HR leadership regarding opportunities to innovate and improve processes within Talent and the broader HR organization, and champion initiatives to improve organizational performance.
- Perform additional duties as assigned.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree in related field and 2 years’ of professional level experience, or equivalent training and experience.
- Experience with the Microsoft suite and large applicant tracking systems such as Oracle or Peoplesoft
- Ability to manage multiple requisitions at various site locations
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Work schedule will be 4/10s Monday through Thursday from 7:00am-5:00pm (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘
Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘
Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is:
$63,856.00 - $95,784.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
