Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The team is seeking an experienced Principal Project Manager with a strong architectural background and a deep understanding of commercial facility construction and planning principles. The Principal Project Manager will have primary responsibility for early-stage project definition and requirements development, programming in the Future Year Nuclear Security Program and will serve as an Integrated Project Team (IPT) Member throughout the lifecycle of multiple new building and renovation projects. This position reports to the Direct Programs Manager within Enterprise Infrastructure Programs Directorate.
Key Responsibilities
- Lead and support early-stage project development, including scope definition, planning, programming, and stakeholder alignment.
- Provide strategic direction and thinking for the NNSS Building Program, providing recommendations for building types, layouts, and locations in collaboration with NNSS Area Planning.
- Act as core member of the Planning and Execution Integrated Project Team (IPT), providing architectural and strategic input.
- Support functional requirements development, ensuring stakeholder needs are captured and translated into actionable design criteria.
- Drive tenant assignment and integration efforts in collaboration with space planning and user groups.
- Interface regularly with Area Planning and Master Planning teams to ensure alignment with broader campus and site development goals.
- Coordinate across multi-disciplinary teams to establish project feasibility and readiness for transition to execution.
- Collaborate with architects, engineers, contractors, and internal stakeholders to drive project objectives.
- Supports review and coordination of design documents, ensuring alignment with project goals and regulatory codes.
- Knowledge of applicable building codes and regulations, particularly the International Building Code (IBC) compliance.
- Presents project updates to leadership and client stakeholders.
- Actively monitor customer satisfaction.
- Proactively develop and implement strategies to identify and mitigate project risk.
Qualifications
Bachelor’s degree in a related field or equivalent training and experience plus at least 8 years’ related professional experience, which included at least 4 years’ as a designated Project Manager.Previous project management experience and responsibilities should include:Managing medium (<$5-34M TPC sized projects and project teams (10-20 people)through representative project lifecycle phases;Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;Maintaining satisfaction of stakeholders with differing needs and expectations;Managing communications between project stakeholders and team members;Identifying and complying with project requirements in development of products and deliverables;Managing the project team in successfully achieving project scope, schedule, and cost objectives.Previous experience with National Nuclear Security Agency (NNSA) nuclear facility projects and requirements highly desirable.Possess excellent oral and written communication skills and an ability to effectively interface with all levels of the organization and lead technical discussions.Ability to maintain satisfaction of stakeholders with differing needs and expectations.Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance.Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost-benefit analysis in decision-making unless there are extenuating circumstances.The primary work location will be at the North Las Vegas Facility.Work schedule will be 4/10s Monday through Thursday (subject to change).Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $118,352.00 - $177,528.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
