Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Senior Administrative Specialist will perform duties as the in support of Stockpile and Experimentation Operations (SEO) Programs. In this role, you will support and work closely with SEO Programs leadership, program managers, and other SEO Programs staff. The position is in office at our North Las Vegas facility.
Key Responsibilities
- Routinely plan and support classified and unclassified in-person and virtual meetings to include logistics of meeting preparation and execution.
- Use discretion and independent judgment to assist management in planning, coordinating, and directing a variety of office management functions within the organizational unit to relieve administrative detail related to business and technical operations, processes, programs, and projects.
- Use independent judgment, contributes recommendations for improving operations/processes, solving problems, and addressing issues for improving work group effectiveness.
- Exchange information and work with peers, both within and outside of work group, and work with outside agencies, customers/sponsors, and suppliers as assigned. Coordinate work of own work group and with that of others.
- Provide guidance and training to support personnel, students, interns, contractors and other support personnel as required to complete assignments.
- Coordinate the administration of personnel policies including hiring, transferring, reclassifying, performance evaluating, and terminating procedures applicable to operating unit personnel. Coordinate safety and security requirements.
- Use discretion and independent judgment to read and analyze incoming memos, submissions, and reports to determine their significance and plan their distribution.
- Ensure preparation and submittal of job progress or activity reports to verify accuracy of charges and distribution made to overhead or work order accounts and directs follow-up procedures to correct errors or deficiencies.
- Prepare invoices, reports, memos, letters, financial statements, and other documents, using business software, including word processing, spreadsheet, database, presentation, financial, etc.
- Place orders for materials and supplies and maintains and reconciles records as a government purchasing card holder.
- Manage and organize official records including upload of documents to company records management system.
- May perform business activities related to employee morale and recognition operations, processes, programs and projects.
- May administer MSTS recognition programs, including Performance Awards and Service Awards, as well as additional recognition programs as approved by the Contracting Officer.
- Recommend effective control systems relative to implementing administrative policies and procedures. Initiate changes required to implement improvements.
- Prepare activity reports, correspondence, and memoranda.
- Direct office operations, including record files and mail distribution, reproduction, supplies and equipment services. Work independently on special nonrecurring and ongoing projects.
- Technical writing experience preferred
Qualifications
- Bachelor’s degree in related field or equivalent training and experience and at least 5 years of professional level experience, which provided a thorough working knowledge of administrative policies and procedures
- Must have a Q clearance.
- Able to apply knowledge of principles, concepts and theory related to professional business discipline/field related to the position and employ a systems approach to address issues and define and resolve problems.
- Able to exercise considerable discretion and judgment in performing work and conducting evaluations of operation/process effectiveness.
- Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
- Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
- Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
- Able to use software applications needed in the position, including accounting software, analytical software, financial analysis software, word processing software, spreadsheet software, presentation software, and database software.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must have a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is:
$78,832.00 - $118,248.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
