Our Procurement & Supply Chain organization is seeking a dynamic manager to direct, lead, and mentor the Service Contracts team. As the Service Contracts Manager, we will depend on your ability to solve on going procurement related issues, provide assistance and direction to subordinate team members, and solve department challenges.
Responsibilities Of The Service Contracts Manager Include:
- Lead, manage, and mentor an 8+ person staff responsible for the development, preparation, formulation, and administration of service subcontracts for Central Plateau Cleanup Company (CPCCo).
- Assists in the development of the overall subcontracting strategy and framework including the requirements for meeting company socio-economic small business goals.
- Supports compliance with, and continuous improvement of policies and procedures for services subcontracts and materials purchasing.
- Provide leadership in the contract preparation and procurement documentation which meets government contract/procurement documentation requirements commensurate with the scope and nature of the work.
- Serves as a member in the formulation of plans and the execution of the overall procurement activity and/or assists in the planning and execution of specialized purchasing, subcontracting, and expediting functions.
- Directs the development of subcontracting activities from acquisition planning to subcontract closeout.
- Support CPCCo's small business subcontracting goals by providing leadership in awarding contracts to small businesses without impacting project schedules or needs.
- Manages procurement staff and support activities. Manages subcontract activities from the request for proposal to subcontract close-out.
- Manage and support subcontract reporting/oversight activities as required.
- Has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits.
- Assure compliance with prime contract requirements, including small business and Balanced Scorecard objectives, and data reporting and management.
- Communicates business objectives to procurement department.
- Establishes highest-level contract policies and processes to ensure achievement of expectations.
- Drives implementation of strategic procurement opportunities with the most significant impact to CPCCo.
- Mentors less-experienced procurement professionals.
- May provide formal and informal training in procurement domain expertise.
- Champions procurement policy and continuous improvement.
- Provide excellent customer service skills in working with senior management, DOE client, project personnel at all levels, and the vendor community.
Basic Qualifications
- Manager Grade 21 - Bachelor's degree or equivalent combination of education and experience plus 10 years of relevant experience.
- Manager Grade 22 - Bachelor's degree or equivalent combination of education and experience plus 12 years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.
Desired Qualifications
- BA/BS in Business Administration or closely related field
- 6+ years of Contracts/Procurement experience in a Federal
- Government/Contractor FAR/DEAR environment, augmented by contract/procurement specific seminars & training classes
- Experience with federal capital construction under DOE O 413.3b and/or large service subcontracts.
- Demonstrated knowledge of business administration and procurement procedures, techniques, and business ethics
- Proficiency in MS Word, MS Excel
- Familiar with enterprise resource planning systems such as Asset Suite, PeopleSoft, Oracle, or SAP
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
- Grade 21: $142,038 - $179,113
- Grade 22: $159,363 - $209,688
In addition to base pay, employees may be eligible for variable pay awards.

- Relocation Eligibility: Must be located greater than 50 miles from Richland, WA 99352. If eligible for relocation, the Not To Exceed (NTE) range offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience in relation to the position grade level offered. The higher posted level has greater scope, complexity, authority, impact.
