Job Description
Savannah River National Laboratory, Operations & Facilities (O&F) department is seeking an Outside Facilities Operations Support Specialist. The successful applicant will provide technical and administrative support to all functional areas within O&F to ensure compliance with federal and state regulations, DOE Orders, laws, and site procedures.
Responsibilities
Candidate must be self-driven and take initiative to assist in completing tasks and projects associated with customer and facility needs. This individual shall also provide general guidance, direction, and administrative support and occasionally be a team lead or direct a crew of Operators to ensure that all operations programmatic functions and tasks follow all site guidelines and DOE Orders. All functions/tasks will be directly or indirectly supporting Operations and Facilities functional areas. Support areas will comprise of, but are not limited to administrative, operations, maintenance, engineering, outside facilities, nuclear facilities, radiological, and/or Research and Development technical areas. Applicant must be a good communicator due to the daily interactions with R&D customers, DOE personnel, and SRNL Management. On occasion applicant will need to respond to upsets during off hours.
Functions/tasks may include, but are not limited to routine walkdowns and inspections, facility upsets, self-assessments, external audits, and new program implementation. Monitor and assess operations-related evolutions to ensure the safe and optimally efficient operation of facility systems and equipment. Perform periodic reviews and assessments to ensure facility systems are operating properly and are being maintained within required limits. Interface and build good working relationships with SRNL customers and groups within the facilities, and additional support groups across the Savannah River Site Complex, leased facility representatives, and other entities. Review facility related work documents, work control processes, and oversee evolutions in support of operations, maintenance, and other work groups on a daily basis. Write and review lockout/tagout technical work documents that will provide precise instructions for the isolation, containment, and/or de-energization of various mechanical and electrical devices, chemical energy systems, and general hazardous energy in accordance with established procedures, Site Guidelines, and DOE Orders. Maintain a comprehensive awareness of scheduled or anticipated work evolutions providing feedback to Facility Manager, Operations Manager, on-duty Shift Operations Manager, or other management groups associated with related functional or programmatic areas. Functional and programmatic areas can include, CONOPS (Conduct of Operations), safety, and training among other tasks.
Candidate may be required to assist with other related tasks to support operational activities including equipment maintenance or monitoring as well as functional testing and facility space management. Develop, implement, and document corrective actions for identified systems and equipment deficiencies and failures. Administer and refine various functions in conjunction with or in support of operational program compliance, cost and budget, planning and scheduling, training, special projects or related areas.
Additional Responsibilities
- Comply with and understand all Conduct of Operations principles.
- Complete and maintain training / qual card for position.
- Develop hands-on competency and technical knowledge of all programs and facility equipment.
- Work thoroughly with engineering and offer feedback on equipment capabilities and propose suggestions for future applications.
- Validate and review procedures for new equipment. Revise procedures as necessary.
- Support On-the-Job Training of new Operators.
- Assist with daily housekeeping.
- Travel to Vendors for training and acceptance testing may be required.
- Support implementation of emergency planning, notifications, reporting, and issues management programs.
Qualifications
Minimum Qualifications:
- HS (or Equivalent) + 4 yrs of relevant experience
- For ability to obtain and maintain a security clearance, US Citizenship is Legally Required
Preferred Qualifications
- Technical Degree (Associate of Science)
- Experience with Conduct of Operations
- Nuclear Safety Basis / DSA, Technical Safety Requirements
- Hazardous Energy Control (Lockout / Tagout)
- SOST Application
- Nuclear Fundamentals and Work Control Planning
