Under limited direction, responsible for planning and implementing highly complex cost and scheduling project control functions and systems for various size and types of projects conditional on requirements as defined by DOE and the Directorate. Oversees the work, resources, and dollars using project controls tools drawing from advanced understanding of project management methodology, project control principles, and hands-on experience with scheduling and cost processing software. Leads multiple specialists or analysts, and interfaces with other Lab Project Controls Specialists in the development of templates, serving as a scheduling and cost processing tool expert, and advising division/project managers on the trends and progress of their plans and schedules. Responsible for the preparation and analysis of monthly trend and Earned Value (EV) performance reports, and for processing updates to the Estimate to Complete (EAC) updates and implementing baseline revisions.
Duties and Responsibilities:
- Working with senior line management, project managers, and project teams, develops, implements, and maintains the project controls system and the Project Work Breakdown Structure (WBS).
- Develops and maintains a fully integrated resource loaded schedules using standard project management scheduling tools.
- Creates and implements the Earned Value Management Systems (EVMS) and EV methodology providing efficient, effective, and responsive project controls, standards, and procedures to ensure assigned projects comply with DOE, Lab and project controls requirements.
- Develops and maintains the earned value (EV) data with cost processor software and provides expertise on software enhancements as the subject matter expert.
- Performs project EV data analysis in conjunction with the Control Account Managers (CAM) and trend projections, develops metrics to analyze project performance and generates performance measurement monthly reports for senior management team; processes updates to the Estimate to Complete (EAC) updates and implementing baseline revisions.
- Provides and participates in project start-up to completion preparing proposals and developing detailed project controls plans, statements of work, and other types of planning documents on highly complex projects with substantial scope and high level of risk.
- Creates and implements proposed contracts with respect to schedule requirements imposed on subcontractors; interfacing with Lab managers in monitoring and directing their efforts; participates in meetings involving schedule creation, maintenance and revisions of subcontractors.
- Conducts risk analyses and assessments; identifies high-risk issues that could impact project success and recommends solutions.
- Analyzes and evaluates existing systems recommending, designing developing, and implementing changes and new systems, striving to make project controls systems more efficient, effective, and responsive.
- Interfaces with the project’s technical staff, financial staff, project managers and the functional managers on all aspects of cost controls and scheduling, providing a development plan and annual performance goals relating to Lab’s objectives.
- Generates, presents and assists senior managers with progress and presentations pertaining to the project schedules, resources, and project performance.
- Leads in the training and directs junior staff in maintaining the correct application and implementation of Earned Value Management (EVM) requirements as defined by DOE Order 413.3A; provides supervision to staff members within the project controls functions.

Minimum Required Education and Experience:
Bachelor’s degree plus typically 8-12 years of experience in Project Management; or equivalent.
Applicable Knowledge, Skills and Abilities Required:
MS Office and Excel including Pivot tables. Expert with Primavera P6 and EVMS Cost processing tool. Good communication skills. Experience leading groups and teams on large projects and ability to work independently.
