What You'll Do
This role will bridge the gap between often complex technical requirements and program management. In addition to driving technical execution, managing risks, and supporting critical infrastructure integration, this position is designed as a strategic talent development opportunity. The Program Specialist will gain the foundational program management experience necessary to enable potential transition into a future Program Manager (PM) role, ensuring long-term leadership continuity for Programs Integration at Y-12.
The primary objective of this position is to coordinate, oversee, and technically execute assigned program deliverables, manage assigned program-level technical interfaces, lead assigned risk management activities, and shadow the lead Program Manager to build broad-spectrum program management competencies.
Specific Duties May Include
- Act as the primary technical point of contact for programmatic activities, ensuring engineering, manufacturing, and production objectives align with DSW POR milestones.
- Manage technical aspects of smaller-scope programs, specific commodities, or production groups. Responsible for specific Product Realization Teams (PRTs) and coordination with engineering and/or system health teams.
- Evaluate and translate technical issues, technical maturity, risks, and benefits to internal leadership, and external customers.
- Serve as an active liaison, advocating for infrastructure requirements and coordinating the technical execution of approved projects.
- Prepare budgetary documentation, scheduling, and statistical reports. Research and draft reports on program status, progress, quality metrics, and customer satisfaction goals.
- Own and maintain the assigned active Program Risk Register. Lead regular risk posture reviews, identify areas of technical impact, develop mitigation plans, and deliver monthly presentations to internal leadership and customers.
- Build networks, foster relationships, and manage expectations internally across departments and externally with customers and federal stakeholders.
- Self-direct work with minimal oversight, demonstrating accountability for technical decisions and actions while operating with empathy for and awareness of adjacent programs and organizations.
Heavy consideration will be given to candidates with prior experience in program management.

Bachelor’s degree in a technical or business related discipline combined with at least 6 years of professional experience in a field related to program or project management
- Project Management Institute (PMI) certification (i.e. PgMP, PMP, etc.)
- Knowledge of DOE Order 413.3x
- Experience with construction related projects
- Demonstrated knowledge of applicable project management processes and control systems, including the earned value management system
- Ability to identify and develop required resources to support task schedules
- Working knowledge of analytical problem-solving techniques and project management software applications (Primavera preferred)
