What You'll Do
The director of Special Materials (SM) is a position at Consolidated Nuclear Security (CNS) at the Y-12 National Security Complex. CNS is a nuclear manufacturing LLC with a total workforce of over 9,000 employees in Oak Ridge, TN whose mission is nuclear weapon production, naval nuclear fuel feedstock production and the non-proliferation of special nuclear materials. The Special Materials director reports to the Senior Director of Secondary Stage Production Modernization (SSPM). The SSPM Program Manager is primarily responsible the sustainment, modernization and integration of critical material streams.
The Special Materials Manager is a director position and serves as a senior leader in the SSPM organization that will assist the Senior Director of SSPM in the strategic planning and tactical execution of operations and projects to meet our mission objectives safely, securely and with high quality. The SM position provides representation, leadership and technical guidance across three SM program technical areas, functional organizations, industry partnerships, the executive leadership team, international entities (e.g., United Kingdom), government agencies, the Y-12 Field Office (YFO) and the National Nuclear Security Administrations (NNSA) Headquarter customers in the Strategic Materials Production Organization. Special materials primary focus in FY27 and FY28 is establishing a production capability and transitioning the capability into sustained operations. The SM manager is responsible for setting goals and expectations that improve both individual, organizational and company objectives for direct staff and matrixed employees.
Generally, the position performs in a variety of roles, or provides support and technical knowledge in two or more of the job specialties assigned within the Program Management job family. The position identifies customer needs, requirements, and opportunities; develops integrated projects; leads and manages accomplishment of program requirements to create synergy for the enterprise while exceeding the customer expectations. Establishes an integrated program team and serves as its leader to develop multiyear plans which balance stakeholder views, corporate interests, and scope execution. Initiates projects to establish or maintain manufacturing capabilities. Communicates program plan and status to CNS management, stakeholders, and customers. Prepares documentation to support annual plan formulation, work authorization, performance monitoring, change control and closeout. Engages with the scope executing organizations to develop and seek concurrence with required change actions. Performs program risk management. Performs economic analyses on new or improved product opportunities. Develops business models and determines market trends to substantiate long-term prospects. Controls costs and schedule performance within the approved program targets. Reviews, approves or rejects requests to pursue activities outside previously approved work scope or funding profile. Strategic Responsibilities
Strategic responsibilities include; supporting Future Year Nuclear Spending Profile (FYNSP) budget builds, the establishment and maintenance of SSPM program plans; identifying and managing industrial partners to augment technology development and production operations; integrating SM into other program plans, preparing strategic plans and site initiatives; retaining and growing NNSA mission assignments and supporting YFO and NNSA HQ long term plans such as the Production and Planning Directive and NNSA Strategic Vision. Tactical responsibilities include: filling in for the Sr. Director of SSPM, the leadership and management of the SM staff, including subcontractors and matrixed assignments; establishing and monitoring performance of the Annual Controlled Baseline (ACB); establishing, managing and reporting performance of Level 2,3 and 4 Milestones; identifying and supporting resource council requests; managing variances in the SSPM portfolio; supporting Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) reviews; supporting NNSA HQ Program Reviews; and supporting communications such as Business Area Plan (BAP), Performance Self Assessments (PSA), Performance Evaluation Measurement Plan (PEMP), Functional Financial Reviews (FFR), Organizational Health Review (OHR) and the Board of Managers (BOM) report. Other tactical responsibilities include supporting company programs and initiatives in safety, security, quality and discipline operations such as Good Catch, Value Stream Element Teams (VSETs), Enterprise Risk Management (ERM), the Significant Events Council (SEC), Continuous Improvement program, the Discipline Operations Council (DOC) and the Senior Management Staff Meeting.

Minimum Job Requirements
- Bachelor's degree: Minimum 12 years of relevant experience. Minimum 5 years of management experience.
Preferred Job Requirements
- MS in Engineering or Technical discipline or an MBA is preferred.
- Demonstrated experience in technology maturation and production insertion
- Experience with program management position and 15 years’ experience
- DOD, DOE or DOE NNSA customer experience
- Experience leading multi-discipline integrated project teams
