Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a
Business Analyst and join our team located in Carlsbad, New Mexico.
Responsibilities
As a member of the Enterprise Architecture Team within the Information Technology (IT) Organization, the Business Analyst bridges business needs with technical solutions. The role supports enterprise architecture, applications development, software quality assurance (SQA), and project management. The ideal candidate will excel in requirements elicitation, process optimization, and alignment with Department of Energy (DOE) Orders, federal regulations, and applicable cybersecurity and architecture standards and frameworks (e.g., NIST SP 800-53, TOGAF).
- Requirements Gathering & Analysis: Gather, document, and prioritize business and functional requirements from stakeholders across WIPP teams. Ensure traceability and alignment with IT strategies. Use user stories, use cases, and process flow diagrams to support compliant, user-centric applications.
- Process Analysis & Improvement: Analyze current as-is processes, perform gap analyses, and propose optimized to-be workflows and technology solutions. Apply agile and lean methods where appropriate.
- Business & Privacy Impact Analysis: Support Business Impact Analyses (BIA) and Privacy Impact Assessments (PIA) to assess operational disruptions and protect data.
- Solution Design & Implementation: Work with enterprise architecture, applications development, cybersecurity, and project teams to design, configure, and implement new systems and software solutions.
- Quality Assurance & Testing: Support software custodians with preparing software lifecycle deliverables. Develop and coordinate test plans and user acceptance testing (UAT) so solutions meet specified requirements and quality standards.
- Stakeholder Communication: Facilitate communication between technical teams and non-technical stakeholders. Present findings, lead workshops, and negotiate requirements to reach alignment.
- Project Support & Documentation: Assist in project planning, monitor progress, manage documentation throughout the software development life cycle (SDLC), and support solution rollouts.
- Data Analysis & Reporting: Use data analysis and business intelligence tools to produce insights, reports, and dashboards that support decision-making.
- Other responsibilities as assigned.
Minimum Requirements

Education And Experience
- Bachelor's degree, or
- Associate’s degree with four (4) years of work experience, or
- High School Diploma or Equivalency with eight (8) years of work experience is required.
- Must be 18 years of age.
- Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
- Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Preferred Requirements - 1-5 years as a Business Analyst or in IT/support roles; experience in regulated fields like energy or defense.
- Related certifications are a plus, such as:
- Information Technology Infrastructure Library (ITIL) 4 Foundation,
- Entry Certificate in Business Analysis (ECBA),
- Certification of Capability in Business Analysis (CCBA),
- Certified Business Analysis Professional (CBAP),
- Certification in Business Data Analytics (CBDA),
- Professional Business Analyst (PMI-PBA),
- TOGAF® Business Architecture Foundation.
- Proficiency with Visio, SharePoint, and Excel, for managing requirements and data.
- Working knowledge of software development life cycle practices, including agile.
- Demonstrated ability to prompt action by others and achieve cooperative response.
- Prior work demonstrating organizational skills, attention to detail, problem-solving skills, compliance with requirements, and timely delivery.
Salary Range
$66,138 to $114,995 per year. Exempt grade level(s) 27-29. The specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
