Air Force Civilian Service is currently seeking a full-time Supervisory Acquisition Program Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Systems Directorate (NI), Sentinel Systems Integration Office (NIX-SI) at Hill Air Force Base in Layton, UT.
This position is an NH-1101-04, which has a basic salary range of $125,776 - $151,573 based on Value of Position (88), which includes Hill AFB (17.06%) locality pay.

The primary purpose of this Supervisory Acquisition Program Management Specialist position is to serve as first-line supervisor and lead program manager for the Sentinel Mission Assurance Branch, leading a professional team of 5 to 8 Acquisition Program Managers. This lead will oversee and assess the progress of assigned projects or programs via cost estimates, schedules, and performance supportability baseline requirements using established methods and procedures supporting the Mission Assurance Integrated Product Team. The branch ensures Sentinel weapon system requirements meet warfighter mission capability needs and is responsible for guaranteeing that the fielded system is safe, secure, and effective.
The Acquisition Program Manager will be responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Candidates should have a background in program or project management to include managing cost, schedule, performance, and risk on large defense acquisitions. This program manager will navigate highly technical, non-precedent-setting acquisition challenges and must demonstrate mastery in comprehensive program risk management.
RANGE OF DUTIES:
- Serves as a first-line supervisor and branch-level leader responsible for the oversight, direction, and evaluation of multiple Program Managers and supporting personnel.
- Acts on behalf of the materiel leader to synchronize program execution across assigned efforts, ensuring alignment of priorities, resources, schedules, and risk responses.
- Integrates the work of several PMs to maintain unity of effort across acquisition, engineering, mission assurance, sustainment, test, and stakeholder coordination functions.
- Establishes branch priorities, assigns work, resolves competing demands, and arbitrates resource and schedule conflicts across the portfolio.
- Provides executive-level recommendations to the materiel leader on program status, risk, manpower, workload distribution, and corrective actions.
- Ensures subordinate PMs are effectively leading assigned efforts and are held accountable for cost, schedule, performance, and communication with internal and external stakeholders.
- Develop subordinate leaders through coaching, feedback, performance management, and succession planning.
- Represents branch and materiel leader interests in internal reviews, technical exchanges, staff forums, and senior-level engagements.
SKILLS:
- Comprehensive, expert-level knowledge of the policies, practices, regulations, and laws governing defense system acquisitions (DoD 5000-series).
- Proven ability to manage highly technical, complex engineering and systems-engineering integration activities within a major defense acquisition program (MDAP) or a program of equivalent complexity.
- Demonstrated expertise in identifying, managing, and mitigating critical technical, cost, schedule, and programmatic risks, ideally in the Engineering, Manufacturing and Design (EMD) phase.
- Superior written and oral communication skills, with the demonstrated ability to brief senior executive-level military and civilian leadership on technical and program status.
- Ability to plan, organize, and direct the work of a professional team, motivating staff and managing workload distribution across complex projects.
- Experience working within Department of War acquisition centers, program offices, or system centers outside of the Air Force Nuclear Weapons Center (AFNWC) (e.g., Air Force Life Cycle Management Center, Space Systems Command, Navy or Army acquisition program offices) is highly desired. This broad organizational perspective is critical for bringing diverse acquisition practices to the Sentinel program.
REQUIREMENTS FOR THE POSITION:
- U.S. CITIZENSHIP
- Must be able to obtain and maintain a Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- A degree at the bachelor’s level from an accredited institution is desired; an advanced degree such as a master’s or a PhD is preferred.
- This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
