Air Force Civilian Service is currently seeking a full-time Logistics Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate, Minuteman III (MMIII) Systems Division, Ground Electrical Branch at Hill Air Force Base near Layton, Utah.
This position (348033) is an NH-0346-04. The basic salary range for this position is $125,776 - $170,739 based on Value of Position (94), which includes locality pay.

The AFNWC ICBM Systems Directorate’s MMIII Systems Division manages the current Intercontinental Ballistic Missile (ICBM) technical life extension program and integrated life-cycle activities, including equipment spares, storage and transportation, modifications, and equipment replacement. America’s nuclear triad remains capable, flexible, resilient and ready, but it must be continually modernized to maintain a credible deterrent against current and emerging threats. This position plays an important role in providing a strategic deterrent to nuclear attack against the United States.
The primary purpose of this position is to serve as the MMIII Ground Electrical Deputy Branch Chief, overseeing the sustainment of the MMIII Ground Electrical programs and their associated development programs to include Airborne Launch Control System (ALCS), Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE), ICBM Operational Software Sustainment Program (IOSSP), Trainers, Codes, Security, Communication, Support Equipment and Power Systems.
RANGE OF DUTIES:
- Serves as Deputy to the MMIII Ground Electrical Branch Chief; assists in the planning, organizing, and directing sustainment and development activities involving several supporting organizations.
- Provides direction to the civilian and military personnel within the Ground Electrical Branch.
- Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
- Develops goals and objectives that integrate organization, leadership, and Branch objectives.
- Participates in special logistics management operation projects and initiatives and performs special assignments.
- Develops and successfully executes MMIII Ground Electrical Branch-related objectives and key results to support MMIII Ground Electrical critical Lines of Effort.
- Represents the organization with a variety of installation and functional area organizations.
- Makes periodic and comprehensive assessments and evaluation of program goals, and objectives, which will provide a basis for long-range planning.
- Serves as a technical authority on life-cycle logistics strategy, formulation, and execution; ensures that logistics management operations comply with legal/regulatory requirements while meeting customer needs; drives policy change when strategic compliance is better achieved with alternative governance framework.
- Establishes, develops, and maintains effective working relationships with Air Force Global Strike Command (AFGSC), 20th Air Force, Air Force Sustainment Center (AFSC), 309th Missile Maintenance Group (309 MMXG), 414th Supply Chain Management Squadron (414 SCMS) and other ICBM System Directorate 3-letters.
DESIRED SKILLS:
- Five (5) or more years of progressively complex life-cycle logistics management experience is typically preferred.
- Refined communication and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as the independence, assertiveness, self-reliance, and tenacity to get the job done are desired to successfully perform the duties of this position.
- Experience in mentoring others is highly valued.
- Experience setting clear mission objectives to achieve desired results and outcomes is highly desired.
- Understanding of DoD weapon systems issues, and experience working with government organizations in areas such as acquisition, production, maintenance, repair, life-cycle logistics, engineering support, testing and evaluation, or other sustainment activities is strongly preferred.
- Experience with ICBM’s, particularly MMIII ground electrical systems, is ideal.
- Degree in Business Administration, Economics, Logistics, or other related fields is highly desirable.
REQUIREMENTS:
- U.S. Citizenship
- Employee must be able to obtain and maintain a Top Secret security clearance with special sensitivity, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) access eligibility.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Employee may be required to work overtime or an irregular work shift.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Lifecycle Logistics Management “Advanced” certification category within required timeframe after appointment.
- This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. (1) Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months IAW 10 USC 1733 and 1737 or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade. (2) Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. (3) Selectee must meet advanced certification requirements or be able to meet them within 24 months of assignment (with a waiver). (4) This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Work may require travel away from the normal duty station on military or commercial aircraft.
