Description of Position: Serves as a key program administrator, branch chief, and first-level supervisor within Headquarters United States Space Command (USSPACECOM), Command, Control, Communications, and Computer Systems (C4) & Cyber Directorate (J6). The incumbent provides the critical planning, organizing, directing, and supervisory control necessary to deliver space combat power and defend U.S. vital interests. Responsible for leading supervisory and non-supervisory employees, developing multi-disciplinary solutions to highly complex C4 IT problems, and fulfilling authoritative program objectives where 51% or more of the duty time is in direct support of defense acquisition positions.
Position Responsibilities:
- Plans, organizes, and oversees the activities of the branch, establishing the policies, procedures, metrics, and long-term vision necessary to evaluate mission accomplishment and meet C4 Information Technology enterprise objectives.
- Exercises comprehensive supervisory personnel management at least 25% of the time, to include planning and scheduling work, evaluating subordinate performance, resolving employee grievances, mentoring, recommending personnel actions, and identifying training needs to improve work quality.
- Represents the J6 organization at higher echelons, participating in conferences, delivering professional presentations, and establishing effective working relationships to integrate operations with outside organizations and external stakeholders.
- Serves as the primary action officer for complex C4 and cyber projects, conducting research, analyzing strategic courses of action, and providing technical assistance to ensure products are fully compatible with overarching Joint Force initiatives.
- Evaluates resource requirements and identifies the need for organizational priority shifts, negotiating and integrating Command interests across diverse military components and partner organizations to deter conflict and defeat aggression.
Desired Skills/Expertise:
- Expert knowledge of IT policies, principles, concepts, guidance, and methodologies pertaining to Data Management, IT Planning and Resources, Cyberspace Operations, Cyberspace Assurance, and IT Customer Support.
- Comprehensive knowledge of the missions, roles, functions, and organizational structures of the DoD, Joint Staff, and Combatant Commands to provide authoritative staff guidance on branch financial, budget, and human resource practices.
- In-depth knowledge of cybersecurity principles, operational impacts of cyber lapses, and risk management/mitigation processes required to maintain the confidentiality, integrity, and availability of critical systems.
- Proven leadership ability to plan, organize, and adjust work operations of subordinate organizational segments to meet demanding program requirements and objectives within available resources.
- Exceptional ability to solve broad organizational issues, implement long-range strategic plans across components, foster a cooperative teamwork environment, and communicate complex concepts tactfully and with technical accuracy.
- Working knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures.
