Position Overview/Duties
The incumbent is responsible to assure the efficient and effective accomplishment and coordination of the planning, scoping, development, design, construction, maintenance, and direction of major project(s), Continuing Authorities Project(s), and planning activities and programs. The project(s) require that the incumbent prepare for, present, and testify in the behalf of the District before state and local governments, contractors, and other agencies. The incumbent is responsible for the oversight of the budget for the project, the review of all statistical and estimating reports, internal and external review and the timeliness of project completion phases. The incumbent applies an extensive knowledge of management concepts, principles, methods, practices and processes of engineering and science disciplines. The position requires a broad technical background and experience in various functions, a full and in-depth understanding of the Corps procedures and authorization and appropriation processes, and a strong management background. Serves as the District's primary point of contact for sponsor/customers and other external agencies on assigned projects. Works under the general supervision of the Chief, Project Management Branch with the responsibility of initiating action in carrying out all policies in connection with the assigned project management activities within the Memphis District. Incumbent serves as a senior project manager with broadly outlined objectives, supplemented by discussions and consultations with supervisors concerning project limitations and matters of a precedent setting or policy nature. Has wide latitude for independent action in selecting or devising work methods and procedures; and for carrying most assignments through from inception to completion with a minimum of direction. Work is reviewed for conformance with objectives and overall policies, realization of goals.
- Serves as Project Manager and is responsible for the overall management, control, coordination and execution of assigned projects.
- Represents the District as the primary point of contact when dealing with the local, state, and municipal authorities for the project and is responsible for furnishing authoritative response to project questions and issues.
- Participates with key District personnel in defining project goals and in preparing a management plan for accomplishment of assigned projects from the planning phase through construction and maintenance.
- Guides a team performing tasks related to the completion of assigned projects.

- Appointment may be subject to background investigation.
- TDY may be required up to 25%.
- This position has been designated as performing Project and/or Program Management functions. In accordance with USAGE policy and the Program and Project Management Career Development Plan (CDP), Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification. Employees should consult with management regarding the applicable level and timeframe for completion, as this is a condition of employment.
Basic Education Requirements

Biologist
- A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
- or
- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
- General/Civil/Mechanical/Environmental/Electrical Engineer:
- Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
IN ADDITION TO MEETING THE BASIC EDUCATION REQUIRMENTS, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE BELOW:
Specialized Experience: One year of specialized experience which includes defining project goals for accomplishment of assigned projects; preparing a management plan for accomplishment of assigned projects from the planning phase through construction and maintenance; managing projects from start to finish, including risk management and team leadership; managing teams in the execution of projects; and maintaining effective working relationships with a variety of entities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
