Description of Position: Serve as a combatant command headquarters level Joint Space Sensing program analyst responsible for developing requirements, identifying gaps, and advocating for capabilities in support of CDRUSSPACECOM mission objectives. Specifically serve as a Subject Matter Expert for the development and articulation of joint space sensing requirements based on mission objectives and analysis through applicable processes. Performs substantive planning, advocacy, and requirements work in support of joint space sensing initiatives on behalf of USSPACECOM equities. Additionally provides expertise in programmed capabilities, modernization, and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM joint space sensing future concepts, mission capability needs, weapon systems development, support for emerging technologies, and joint space sensing architectures. This position requires external coordination with senior leaders at all levels in the Department of War (DOW), Joint Staff, Services, Agencies, and other Combatant Commands (CCMDs).
Position Duties/Responsibilities:
- Serves as an expert in developing joint space sensing capability requirements IAW DoD guidance and emerging operational requirements. Provide assessments to support USSPACECOM joint space sensing priorities for future capabilities. Assist in evaluating proposed joint space sensing capabilities and impacts to changes in programmed funding joint space sensing capabilities. Participates in the development and makes recommendations for modifications around doctrine, tactics, and concepts of operations that support CDRUSSPACECOM objectives and intent. Exchanges information on requirements, capabilities, deficiencies, and technology applications. Analyzes problems and makes recommendations on different approaches, which may provide a basis for better planning and assessment of joint space sensing operations.
- Support USSPACECOM in developing required Combatant Command Joint Space Sensing requirements products and assessing future program strategies. Specific deliverables include but not limited to: updates to requirements documents, advocacy documents, documents to support various RFIs from a Combatant Command perspective.
- Supports USSPACECOM’s Golden Dome for America requirements.
- Assesses impacts to changes in programmed capabilities, including delivery schedules. Participates with management in understanding trade space during program review as required. Responsible for understanding joint space sensing operational implications, provide advice on reprogramming of future capabilities, schedule, Congressional changes, or other program of record changes. Understand the Planning, Programming, & Budgeting System (PPBE).
- Establish, develop and maintain effective working relationships, and represent the Command at the highest levels of DoD, OSD, Joint Staff, Services, Combat Support Agencies, other Combatant Commands, and other Departments of the national government.
- Provide support to required Boards, Bureaus, Centers, Cells, and Working Groups as required.
- Supports studies, assessments, and exercises and wargames, as required.
Key Skills & Abilities:
- Subject Matter Expert in assessing effective military capability to accomplish all functions related to Joint Space Sensing in all phases of flight against all ranges of threats.
- Knowledge of processes for requirements development and validation. Expertise on CCMD touchpoints to achieve program goals and objectives and various methods of evaluating joint space sensing major subprograms such as sensors, command & control, and weapons that contribute to USSPACECOM’s objectives.
- Exercises skill in designing, conducting, or managing comprehensive joint space sensing studies, evaluating solutions to strategic and contingency military operations, and making recommendations on substantive programs.
- Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.
- Establishes and maintains the ability to communicate effectively both orally and in writing; research and negotiate complex missile defense issues; apply mature judgment in problem solving and maintain good working relationships.
- Knowledge and experience in Joint and/or Space operations is highly desirable.
Qualification Requirements:
- Experience at the next lower broadband/grade level (or equivalent) in performing major duties, as described above
- Joint Space Sensing mission area and operations expertise
Desired Qualifications:
- At least 3 years of space operations, planning, requirements development, preferred
- At least 3 years of Combatant Command or Joint Staff experience, preferred
- Minium 5 years’ experience working in the joint space sensing community, highly desired
Conditions of Employment:
- Must be a U.S. Citizen
- Requires the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) Security Clearance. Position requires the ability to be accessed to Special Access Programs
- Position requires drug testing
- Occasional travel away from the regular duty location may be required.
- May be required to work irregular duty hours including evenings, weekends, and/or holidays.
