Position Overview/Duties
This is a Direct Hire Authority (DHA) announcement for a Directorate Chief of the Directorate of Financial Systems in the U.S. Army Corps of Engineers Finance Center.
Position Title: Supervisory Accountant (SYSTEMS)
Open Period: 17-27 July 2026
Duty Location: Millington, TN.
Duties And Responsibilities
Serves as Chief, Directorate of Financial Systems, and Functional Project Manager for the Corps of Engineers Financial Management System (CEFMS II), providing executive leadership and oversight of USACE's enterprise financial management system. Directs financial systems modernization, business process improvement, project management, cybersecurity compliance, and contractor support activities to ensure effective financial operations and compliance with Federal, Department of War, and Department of the Army requirements.
Duties
- Directing the development, modernization, maintenance, and operation of CEFMS II.
- Leading enterprise-wide business process improvement and financial systems initiatives.
- Managing complex projects involving system enhancements, technology upgrades, and process transformation.
- Ensuring compliance with financial management, cybersecurity, and internal control requirements.
- Coordinating with senior leaders and external agencies on financial systems policies, integration, and operations.
- Serving as Contracting Officer's Representative (COR) and providing oversight of contractor performance and deliverables.
- Representing USACE in senior-level meetings, briefings, and working groups involving financial systems and business operations.
- Supervising professional staff and providing leadership, workforce development, and performance management.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Applicant Qualifications
Basic Requirement for 0510 series:
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement For Accountant
- Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
OR
- Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education

Specialized Experience
One year of specialized experience at the GS-14 level which includes experience leading the management, modernization, or implementation of enterprise financial management systems; directing business process improvement initiatives to ensure compliance with federal financial management policies and regulations; managing complex projects involving multiple stakeholders and contractors; advising senior leaders on financial systems and organizational issues; and supervising professional staff.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

- Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
