Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a
Central Characterization Program (CCP) Training and Document Control Manager and join our team located in Carlsbad, New Mexico.
Responsibilities
The Central Characterization Program (CCP) Training and Document Control Manager is responsible for managing, leading and developing the CCP Training Department and CCP Document Control Department. To accomplish this, the successful candidate will have an advanced knowledge implementing and complying with the Department of Energy (DOE) Order (O) 426.2A and programmatic application of the Systematic Approach to Training (SAT). Additionally, the CCP Training and Document Control Manager will have advanced knowledge implementing and complying with the Procedure Professionals Association (PPA) standards AP-907-001 and PPA AP-907-005. The CCP Training and Document Control Manager will ensure safe, compliant and efficient training of the multi-functional organization as well as compliant and efficient processing of CCP documents and procedures. Lastly, this Manager will interface, coordinate, and work with regulatory agencies including DOE, New Mexico Environment Department (NMED), Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) as well as various DOE Contractors around the United States.
The Successful Candidate Will
- Maintain CCP Training and Qualification Program compliance in accordance with regulatory requirements.
- Maintain CCP Document Control compliance in accordance with Quality Assurance (QA), PPA, and regulatory requirements.
- Manage training and document control activities during QA surveillances, audits, and assessments.
- Provide leadership and direction to ensure individual CCP training and document projects are executed in a safe, compliant, and efficient manner that is reflective of a strong safety and quality culture.
- Perform strategic planning.
- Understand and communicate CCP and Host site commitments and manage priorities.
- Manage CCP actions related to training and document control.
- Coordinate with the CCP Training staff and CCP Subject Matter Experts in the development and implementation of CCP training products.
- Monitor CCP Training and Document Control performance against established goals.
- Mentor CCP Training personnel – with focus on the consistent and effective application of SAT.
- Mentor CCP Document Control personnel – with focus on quality documents written in alignment with QA and PPA standards.
- Set performance goals for direct reports.
- Approve Expense Reports for assigned personnel.
- Be accountable to the CCP Manager for achieving assigned goals and objectives.
- The standard work schedule for this position is Monday through Thursday; 10-hour days.
This position may require moderate domestic travel.
Minimum Requirements

- Bachelor's Degree plus nine (9) years of related experience is required, or
- Associate’s degree with thirteen (13) years of related experience, or
- High School Diploma or equivalency with seventeen (17) years of related experience is required.
- Management experience of no less than three (3) years.
- Demonstrated advanced knowledge of DOE O 426.2A.
- Demonstrated advanced knowledge of PPA AP-907-001 and PPA AP-905-005.
- PPA Certification required.
- Domonstrated competency in instructional analysis, design, development, delivery, testing and evaluation of training programs.
- Experience/Proficiency with Microsoft Applications is manadatory.
- Must be 18 years of age.
- Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
- Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Preferred Requirements
- Ten (10) years of experience working at Category 2 nuclear facilities with five (5) or more years directly involved in supervising/managing DOE compliant training programs and/or document control programs.
- Excellent interpersonal, verbal, and written communication and the ability to interact with a variety of constituents.
- Knowledge of DOE Order 414.1D, Quality Assurance.
- Knowledge of WIPP’s Hazardous Waste Facility Permit, Attachment C.
- Advanced Knowledge of WIPP WAC.

Exempt grade level(s) 36-38. Salary range: $134,030 to $237,594 per year -- the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
