What You'll Do
This position requires the ability to identify and communicate program scope, goals, objectives, and customer requirements for a Program that exceeds $100M in yearly budget.
Plans and directs a program which typically involves a portfolio of related projects. Develops program strategies and execution plans to accomplish program deliverables and objectives. Responsible for the cost, schedule and technical performance of programs or sub-elements of major programs. Directs all phases of the program from inception through completion. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/condition of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Participates directly with the customer in the negotiation of deliverables and baseline changes.
The position requires a thorough knowledge of NNSA and CNS processes, policies and procedures, knowledge of program/project management principles, processes and systems; and knowledge of financial/budgeting processes and systems. The ability to provide program level management and control of planning, authorizing and monitoring the accomplishment of work within approved technical scope, schedule, and funding constraints, in accordance with approved work authorization documents; the ability to logically and systematically evaluate program and process problems to determine appropriate solutions; and the ability to direct, coordinate, and facilitate the activities of technical administration program personnel. This position requires demonstrated ability to effectively interface with internal and external customers, including representing CNS in meetings and negotiations with programmatic assignment; demonstrated skill presenting technical information clearly and effectively through oral and written communications; and ability to perform duties with initiative, independent judgment and discretion.

Minimum Job Requirements
- Bachelor's degree: Minimum 8 years of relevant experience.
- OR Master's degree: Minimum 7 years of relevant experience.
- OR PhD: Minimum 4 years of relevant experience.
Preferred Job Requirements
- Bachelor's degree in an engineering, technical, or business-related discipline with at least 4 years of progressive relevant experience in engineering, production facilities, strategic planning, Program Management or Project Management desired
- Subcontract Technical Representative
- Typical relevant experience ranging from 10 to 15 years. Experience in Y-12 production facilities and/or strategic planning are preferred
